[Merlin is finally putting his magical abilities on display. In a rare form of competence, he's conjuring great winds and blizzards to snuff out the fire. He has an idea that the fire being rained down upon the city is no mere storm, but something magical in nature. Along with his winds, he's called the aid of willing buckets to a sort of consciousness, commanding them to gather water and douse the flames as best he can manage.
Merlin himself will be around the city trying to do this, as well as evacuate people and putting his shape shifting abilities on display to help spot people from the sky as a bird, or shift rubble with the form of an elephant.]
