The way the article spoke it seemed the dragon was at least of a size large enough that finding it dead in that way would be puzzling.
As for poison that might be the case though, again, if it were large the size of the dose would be great.
Additionally, if it were another beast I doubt one would be so careful to remove evidence of itself and kill the dragon only for a few scales.
