[Rude certainly has noticed the man around before - hard not to, with such bright attire - and he's also aware that his role seems to be a little of everything. Especially when part of that everything is dealing with the troublemakers and that tells Rude in turn who he needs to be most aware of. Partly so trouble can be stamped out quickly, partly so he's not stepping on toes and upsetting the people who could make things very uncomfortable for him here. He's not out to take anyone's job, after all, he just doesn't take kindly to disturbances to his down time.
