There's definite hesitation there in her eyes, and she doesn't immediately take his hand... for once.
All her instincts scream at her to of course take his hand and run with him until the end of the universe and back.

She couldn't deny him anything, she loved him too much, and her heart was always her ruling factor.
But it had gotten her into so much trouble, had hurt him, had made him suicidal, had been the reason he forgot things.
Forgot things and didn't know now why those words hurt her. Again. If he'd ever understood, which Rose isn't too sure of either.
And anyway... he had other hands to hold, and holding onto Rose required both hands, and often a heavy duty truck. Maybe even chains. She kept trying to tell him that. But she didn't want to make him suicidal again by saying no, he had no chance with her. He did just... it was going to take a lot of hoops, and part of her wondered why even he would be willing to do that to himself. If he could. Maybe the Doctor in fulfilling his role... couldn't. Because of that age thing. Because of all of time colliding. Because of Rose being petty and selfish and jealous and a million other bad things.
Rose wraps her claws carefully around his furry big paw and glances sideways, away from him, can't look at him while she does this. Just can't.
"I might hurt you," she warned sadly, heart breaking inside like the Tin Man from Wizard of Oz.
"Or get hurt..." she started to laugh and cry at the same time again, and just shook her head.
She dropped his hand, but only to pull him into a two armed hug around the neck and gently pull his forehead forward and down to kiss the top of it.
"But I promise, I'll always want you to be happy and free to follow your bliss, all right?"
