While it may be difficult to believe, 'palling around' appears to be the best course of action at the moment. Productively, of course.

Deputy Guardian... what do you guard against, exactly? Excitable greenhorns who think they can get back to their business by burning the place down?

I believe that would be more of a problem for Genessia City's Guardian. That is where all Newcomers first arrive, after all. Still, that is perhaps the best answer.
[She shakes her head.]
My goals are more oriented toward encouraging productivity. In short, I have found Genessia to be far too accommodating toward lazy behavior.

And that is where the problem lies, it is not obvious; it is unobvious to the point of infathomable. Despite weeks of reasearch I have only managed to discover this through unconventional means.

Once I had put the pieces together, however, it all became clear. The way to reveal the unknown is through sparking the inspiration that would result in it to become known.
And so I have started a project that should provide this result; a school.

Seeing as the lot of us come from various cultures and worlds, it would be beneficial to have everyone regularly interacting anyway. I believe it is a plan with multiple layers, myself.

Is there anything else you wish to ask about? Genessia in some ways is not a very complex world, but to a newcomer it can be rather overwhelming.

If you have any practical advice, I'll hear it, but I'm more interested in its large structure. History and law and nature.

I am uncertain how to answer that aside from the obvious: for us to be here. I believe Genessia has been arranged in a manner for us to be the most comfortable- The sub-cities are split up into more specialized environments.
I have visited the museums and the libraries, but had no success in discovering any settlements before denizen arrival. If such information exists, I have not discovered it.
It's relationship to our world, it is widely believed that our world's time has either been frozen or slowed to such an extent that it merely appears frozen. The only proof there is that those who have been lucky to head home end up returning at their near-exact point of their disappearance.
As for the extent to which we can affect it. Well, I intend to discover the answer to that as well.
And finally, as for practical advice, there is little I can give. Genessia is absurdly accommodating to the point that all you really need to do is find work.

You sound like you're the only person who'd need a teacher.

There are a number of youth that are not particularly interested in being taught, no, but there are others that are. One other in particular that is helping to get things organized.

I most certainly can; in fact I have hired a couple of denizen teachers already and am in negotiation with a couple others.
[For now, she'll hide the fact that Fairy Tail also happens to plan to open a school.]

A pleasure, Yukihime. The original date for the construction's completion was the end of June, but there have been some delays. For now I would guess five weeks from today. I also plan to arrange a teachers meeting before doors open.
The money you have been provided should hold you over until then if not more, assuming you do not spend too much.

Do you have any kind of organization? A curriculum? Or are we free to conduct our classes as we see fit?
[She certainly doesn't sound like she minds the idea. She could let things slide for appearances if she had to but she was never really going to consider anyone else her boss.]

We plan to place together a curriculum the moment the results of our survey are tallied. However I am completely open to hearing out your particular specialization in particular, though it may be a little late to add to the list.

Nova City is certainly no small village. Is that sort of atmosphere one you prefer?

Impressive. It has taken me a bit of time to adjust, myself, though I am careful not to become too comfortable.
