He's only "over powered" in the sense that he runs the city. He's a coward that can't do anything for himself and just deludes himself into thinking he's the 'be all, end all' for folks. That's the idea, but you can talk with someone who wouldn't speak about it to another soul. There are some cases when it takes more time, depends on the circumstances and the person.
