Citizens of Genessia, I come before you today not simply as Laharl. Not simply as another resident of this place. Today I don the crown of Overlord, and I have two demands. In the time I slept, a certain resident by the name of Lucifer damaged something of mine, and anyone who has any clues as to his whereabouts is hereby ordered to divulge that information immediately.

Second, to anyone in this place that has access to healing magic or abilities, you are hereby ordered to report to the Nova City clinic where you will find a man named Vyers. You will be compensated for your effort in healing him.

Oh, and Satsuki Kiryuin. If anything happens to him before I return, I'll have your head.

An Overlord does not allow his vassals to be treated like that without retribution. However, if I find out you do have information that you withheld I will rain down fire and brimstone on your head and make you wish you were dead before I'm done with you!

Your vassal wasn't the only one who suffered during this onslaught. A good ruler would know better than to put the needs of the few — or in this case, the one — above that of the many. I don't have any information, but if I did, I'd be more inclined to give it to you if you asked for it instead of demanding it and throwing around orders attached to titles that don't necessarily carry the same weight as they would back in your own world.
