Sakazuki can exile Isshou from every marine base until the Straw Hats are caught, but if the marines themselves don't enforce it, then authority only carries so far.

And if they're replaced? Sakazuki isn't going to stand for insubordination for long. [he has a feeling that the war is coming. A real war. A conflict that will make Marineford look like a civil disagreement]

The Strawhats won't be caught. They will break the world.
