One, do the people here seriously expect me to even listen to their rules? And two- ....this place connected to Deadman Wonderland at all? Shit's way too similar to just be a coincidence. Kidnapping and tossed in a place like this? Yeah, there ain't no fuckin' way this was done by random selection.

And three, anyone wanna point me to the person in charge? Can't say I'm too happy 'bout this- unless there's gonna suddenly be some rules where I can at least cut someone up once or twice a month, then I'll at least consider staying here.

The answers to your questions are likely to all disappoint you.

One, yes, that seems to be the case. Two, no, the name is unfamiliar to me entirely. If there is a connection, it has not been publicly disclosed. Three, there is no particular person in charge. There are city guardians for each city that take charge of their areas but they are residents like you and me when it comes down to it.
Crimes will still be prosecuted though.

There is a chance you will find someone familiar to you at least - a lot of residents seem to have at least one person they knew from home. It's not a rule though.

There are 5 cities, different in nature, combining technologies and phenomenons from different universes. Some of them contain supernatural phenomenons. One recently had to deal with dragon attacks... Truthfully, I did not know such a thing were possible propr to coming here.

What to do depends mostly on what you want to do - most people simply get a job of their liking and try building a life for as long as we have to remain here though.
