Weapons. He managed to control them, so, it's not unreasonable to think that he may have more.

From what I can tell, Bison is a coward who feels the need to hide behind others rather than fight his own battles.

He left before I could interrogate him further. However, he did say he had Yang with him. He has a helicopter, so it would not be out of the question that his base of operations might be within close proximity to a helipad of some sort.
