To the people of Genessia, and more specifically, those residing in Nova City.
It has come to my attention that there are creatures beyond the capabilities of many to deal with in a decisive fashion when working alone. The most recent attack caught us all off guard and none of us were prepared to deal with such a creature. However, there was one thing that I saw out there in the midst of the battle; teamwork. It was only through working together as a team that any of us are still standing here today.
My name is Ozpin. In my world, I am the Headmaster of Beacon Academy, the premiere academy for training Huntsmen and Huntresses, all equipped with a skillset to combat the Creatures of Grimm that stalk our world. The Grimm are not unlike the beast that attacked the city, and myself and my students are uniquely qualified to truly combat these creatures.
However, even with two of my most promising teams of students, along with several other talented individuals from my world, we alone are not enough. That is why I ask you to accept me as Guardian of Nova City. Together, we can better prepare our infrastructure to respond to such threats in a more efficient way.
I have been fighting monsters like this for most of my adult life, and been training the next generation of monster hunters for just about as long. Accept me, and I will do my best to see that every person within the city is prepared for another attack. I only hope that such preparation would not be needed, though it is better to err on the side of caution.

Hey... Sir? I'm Amelia Inglebert. I'm a... a roboticist, like Dr. Wily. I... Well I don't know what to think. I've seen one of Wily's robots and they seem pretty well-equipped...
I guess I'm asking you to sell me on this.

However, I will say that where Dr. Wily and myself differ is that he does not seem to have any experience managing the resources of an entire town. In my world, I have thousands of students in my care, hundreds of employees, and am still called upon to act as a Huntsman in service of the Kingdom of Vale myself.
Management is my specialty. I intend to not only put defenses in place, but to educate those that are willing to fight to be more effective, as well as strengthening the infrastructure so that civilian casualties are kept to a minimum.
This is not something I claim to be able to do alone. No one man or woman could. This is going to need to be a collaborative effort between all the citizens of the city. I do not see myself as a leader, really. I am merely a facilitator.

If you can't tell me what you're capable of... why should I vote for you? [Amelia tips her hat upwards to better look at the screen. She's engaged in this conversation.] I don't wanna sound like I don't trust you... but I don't even know you. [And she doesn't know what Ozpin is capable of. He could be more dangerous than Wily.]
... But on the other hand... [She smiles.] What you talked about really reminds me of what my friend Gale used to tell me about a Heroes Academy that used to exist in my world. A lot of its practices were integrated into the military once the leader was forced to meld with the Kingdom's army.
[Really, a lot of Ozpin's explanation made her think of home, of the army base... She sighs, because now she misses it. She misses her Dad, her friends...]
... You know... people don't want a facilitator. They want a leader.

In my world, the military and establishments like my own have always been branches of one another out of necessity. The Creatures of Grimm are very numerous, and are a constant threat to the careful peace Humanity has built for itself.
I have been fighting monsters, and training others to do so, for nigh on three decades now. I bring insight and experience to the table that one cannot get unless they have been on the front lines and fought for their lives.
I will gladly accept whatever title is given to me, however, my top priority is not leading, but rather assuring the safety of the residents of this city. Leading is a means to an end, not an end in and of itself.

I... think I get what you're trying to say. [But this begs the question, doesn't it? Can superior technology beat superior tactics? As an intellect AND a scientist, Amelia sees so much value in both...]

I appreciate the support, Jaunne. I could not simply sit idly by as someone who has a history of attacking my students is empowered for it, after all. That said, this city is in dire need of someone to organize a response should a creature like that rear its head again.

Look, I still think you're a better choice than Wily and I don't know enough about the world you're from to throw stones but I have to ask.
These kids you're training. What kind of life are they in for if they graduate?

I'll be honest, it's not a life of peace. They will be sent out into the world to do battle with beasts whose only goal is to send humanity back to the void from which we emerged. I fully admit, I have sent students to an early grave.
However, the service they provide is a necessary one. Without Huntsmen and Huntresses to keep the Creatures of Grimm in check, humanity would stand no chance. That large beast that attacked was roughly the size of three of the largest Grimm wandering the wilds. The only difference is that the Grimm are far more numerous.
The training is exceptionally grueling by design. Those who are unsuited for the life, lack the resolve, or simply fall short of the goals I lay out for them are not shamed by dropping out, and many go on to establish well-off lives for themselves simply by virtue of being accepted into my school in the first place.
I understand your concern. More so with Jaune. However, the students that have made their way here are only in their first year at my school. They are leagues ahead of their civilian counterparts already, and in time, I believe every one of them will be hailed as some of the best Hunters Vale has ever produced.

There is a reason my school is called Beacon. Aside from the naming convention of our sister school of Signal, I have attempted to make my school the absolute best it can be, and turn out only the best Hunters. I want my school - and by extension the students that attend there - to be a beacon of hope for a world still struggling to survive.
I personally examine the credentials and potential of each and every student that is admitted to my school.
