The video feed seems to be Satori's typical fare, calmly seated in her parlour at Chireiden, with a small, still steaming cup of tea nearby. She takes a moment to adjust herself in her place as she prepares to speak.
"People of Fayren, I bid you welcome. And, of course, all those in the other cities who've tuned into this broadcast."
Her smile is faint, but it doesn't seem like she's putting it on, either. She takes a moment to nurse her tea. The atmosphere is rather cordial and...almost relaxed.
"My time as your Fayren's Guardian has been many things, but above all work for those who live in this city has been a thoroughly rewarding experience: One of Fayren's major issues, dragon-poaching, has all but disappeared. And my intervention in bringing the Oni to Attleton saved many lives in its own right. But that's certainly not all. As many of you recall, refugees from the previous crises in Everglade were allowed to stay with us in Chireiden until it passed. Those of you who stayed, even if you hesitate to speak your minds, I imagine you are grateful all the same."
Almost as a small aside, she changes her tone slightly, as if amused.
"...That said, some of you who stayed over have left your belongings, here. Everything is as you left it, of course. If you'd like to pick them up, feel free stop by, when you've time to do so."
Satori places down her tea for a moment, a cat leaps up from the floor and starts nuzzling her hand. Carefully and quietly, the youkai pets and scritches it around the ears, still gazing levelly at the camera. The inquisitive little animal seems soothed, and falls asleep in her lap.
"Coming back to the matter at hand. At the same time, I understand how it feels to lose house and home, to be separated from those matter to you. So, I have taken measures to ensure that Fayren is protected to the best of my ability. Firstly, I've invested a considerable large portion of my funding into disaster relief and local security. The relief funds will be used, more specifically, for repairing damages to property, providing compensation for what's been lost and acquiring necessities, such as food, water and shelter during their stay. I fully intend to compound this with existing disaster procedures and work with the Guardians of affected cities, so that those who arrive in Fayren for asylum will be protected and supported as necessary. Secondly, to aid in maintaining security of the city, practitioners of magic in Fayren are being trained in order to deal with disturbances of the peace and safeguard the population in event of another crisis, which will aid in lowering crime rates."
Satori lightly lifted the sleepy cat aside as it rouses itself, bringing it to her shoulder for a moment. It struggled a little bit, but still seemed content enough to purr away, climbing over the back of her chair and wandering off elsewhere. Satori gave it a faint smile as it departed.
"Finally, as these are put into place, I have addressed long-standing issues of equality between human and non-human races through raising awareness and enforcing regulations which punish discrimination between the various races of Fayren. I have made great strides in this regard, so far, but I hope to continue building upon what already exists and set a precedent for equality of Fayren's residents in future. My previously mentioned investments in security will aid in enforcement of these laws and making Fayren a fairer place for non-humans or humans alike."
She paused, raising her cup, as it toasting her viewers and taking another sip.
"As for my re-election promises, I fully intend to build upon what efforts I've already made, both in relief for the defenseless or dejected and the protection of same from violence both mental and physical. If given another term, I'll also attempt ameliorate the conditions of those in Fayren who are in need, and assist to make Danmaku a more popular sport for entertainment and competitions. My Guardianship will always be open enough to take suggestions or aid when it can be provided, as well as addressing pertinent local issues when brought to my attention. I will answer any questions anyone currently has, unless you'd like to bring them up during elections. But in the meanwhile, people of Fayren, people of the other cities, be true to yourselves, and honest in everything."

I had no idea that the dragon poaching was happening. I would be happy to aid in the peacekeeping and security efforts.

He's sure about Satori running, so he's happy to talk with her.
Of course, he's been sick for days and his cough has only gotten worse. When he turns on the video feed to reply, at first all that's visible is his hat as he's coughing. A few seconds later and the apprentice appears, hat askew, his face a bit pale but otherwise looking cheerful. His voice is hoarse as he talks, though.
"Hi Miss Satori." Luke tips his hat politely. "You've been a very good guardian of Fayren."
