[Red Claw Strikes]
Who: Narrative pretty much. But people can tag if they want.

What: Red Claw blowing up a building. So things going boom, basically.

It started with the hack to Aster Technologies. A tipoff to a local hacker about some of the vulnerabilities in the company's computer system courtesy of Red Claw. Information was pulled and sold off, which they were one of the buyers.
Then there was bringing down the company's services and tampering with accounts as a test. Simple to do with what they bought. Then there was the mech-animals. One of the final stages in their setup. They knew what scientist Aster Technologies would send to help out, and they knew just how to kidnap them to make use of them for their own purposes.
The company wasn't going to admit to being vulnerable to so many attacks, at least not publicly. Internal investigations were being held, information leaks were being checked for. But it was far too late to do anything about it.
Starland Apartments. This apartment building was funded by the CEO of Aster Technologies and a few other charity groups. The fact that the CEO was involved was enough for them, but they also used a construction company that employees and criminally underpays their Cyborgs workers. Two birds with one stone.
It happened in a flash. Explosions on every floor of the building simultaneously, anyone with the building within their range of vision would see the fiery explosion as it blew out the windows on every floor. The devices used were of Aster Technologies own designs. Explosive devices to be used for demolition purposes that were altered. They were stored in an unlisted Aster Technologies storage facility, but clearly they weren't there anymore.
Carnage and death is what the building symbolized in its current state. And it didn't take long before phone calls were being made, emergency services were being called in and the News started reporting on it. A search would probably be done on the building where it burned if it was deemed safe enough for it, but all who were unfortunate to be home had perished.

What people thought of her wasn't something she was worried about, though, or whether the news stations were there. Weiss wasn't going to wait until the fire department gave the okay- she knew how to use ice, she knew how uncontrollable fire could be, and her aura gave her the benefit of being able to handle a few smaller 'aftershock' explosions. The robotic police division was already quarantining off the area to keep non-law enforcement out to prevent destruction or private acquisition of evidence.
Anyone looking around or feeling as if they shouldn't be excluded from the investigation may contact Weiss either by yelling at her or her people over the tape or by communicators. She's more than willing to let people assist, but she's going to want to be in communication with them to make sure that everyone has the same information and isn't going to get in each others' way.

He grit his teeth and his hand tightened into a fist. His eyes didn't need to be seen to show just how angry he was, and there wasn't a single doubt in his mind who was responsible. Exhaling sharply, he spoke with an eerie calm for Weiss to hear, "You sure you really just want to arrest them now?"

It was obvious that she was cranky. Being surrounded by bodies and fire tended to do that. It wouldn't be the first time, probably not the last, but it didn't exactly put Weiss in the best mood. Weiss narrowed her eyes and carefully made her way over to him, pointing at him.
"You're welcome to help but I should hope you don't go around disrupting the scenes of every crime. I was going to call you as soon as I actually found usable evidence, but every time bounty hunters come by a scene and take what they want without supervision instead of considering that we can actually do something about this if you don't compromise the scene, it makes it harder to actually do anything about these people. There's no death penalty in Nova City and I dont know if the culprits are natural citizens or people from other worlds, so frankly? I'd like to conduct this investigation in a way that we can do something about it instead of everyone running around all willy-nilly hoping to catch someone in the act. You don't have special pass-the-police-tape privileges, Gale. Anyone being in here without permission is grounds for the evidence to be considered useless because someone, not you specifically but like you in the sense that you didn't bother to stop and ask first, could've placed it here. There's literally a City Guardian button on the devices even if I didn't have an open number."

"All due respect and all... but there's not going to be a whole lot of evidence left by the time that fire gets taken care of. No witnesses, either. I can tell from here, all you're going to find in there is death and ash. Usually, I'd be all for arresting and letting the justice system do it's thing... but this is something the justice system isn't really prepped to handle."

Normally he was willing to speak to Weiss with some semblance of respect, but right now, he was just as cranky as she was. His mask hid the glare he was giving her, and while he knew she was right that he shouldn't be there, he wasn't exactly known for being one to follow rules.
"And look at this, it's almost like I'm not touching anything or approaching the building!" He lifted his hands and shook them in an act of sarcasm, "To think, the only thing I did was talk to you and run a scan on the building for survivors! Which is hands off of everything, by the way."
The cyan markings on his neck flickered briefly into a grey color before returning to normal. He let out another sharp exhale. He needed to breathe and calm himself, because he knows what happens if he lets that get out of hand. The mention of 'no death penalty in Nova City' just makes him scoff.
"That's awfully naive. I get your willingness to have an open mind, I'm sure that's a requirement for you law enforcement types, but if you're expecting any but the Red Claw then you're being a little too open minded."
His rant was about to go on, but he looked over his shoulder when he heard Krillin. His eyes narrowed under the mask. Really, he shouldn't be surprised to see him here, and he'll probably expect to see the guy's wife at some point too.
"If there's something that I'm sure none of us are going to see eye-to-eye on, it's what the fate of these bastards should be."

"Listen up both of you. You're illegally interfering with an official law enforcement investigation. You can tell me that all you want but guess what happens after we actually catch the people who did this, if its' based on anything we find here, it doesn't matter. They'll get away. The reason the justice system isn't prepared to handle something liek this is because of people like you two who think you know better just because you're vigilantes in your own world! I understand how you both feel, I've done the same thing back in my world- but the laws were different there. The arrests made because of my team were made because they were in progress and we had authority as huntresses- in training or not, they're considered advanced law enforcement in our world."
Weiss pointed to the police tape in a very 'get out' gesture.
"Because I can't prove neither of you interfered with evidence, and the fact that you don't even know that fires leave evidence is more than enough proof that you're the one who isn't 'prepped' to handle anything, Krillin! You're in Nova City. It's advanced and part of being advanced is being able to use science and technology, both of which exist to identify a myriad of evidence types both in and out of arson cases. If you have a problem with the actual laws that you're actually legally required to operate under, I can and will arrest you both right now for obstruction of justice. And murder, if any of this ends up at that whether it's the Red Claw or not."

He lowers his height, holding out his wrists as if surrendering to arrest.
"If you want proof, put your strongest handcuffs on me. I will break out of them, and I'm just human. You don't arrest people like this, because they don't stop fighting until they're dead. And considering the modifications they've made to themselves specifically to increase their power? You send people after them - legal investigation or not - you're gonna lose law enforcers. ...To say nothing of how my wife is going to react when she hears about this..."
He glances over his shoulder at Gale, making a bit of a face at him. "All that said, broadcasting your intent... probably isn't the best of ideas. Believe me, I feel your frustration and anger. You know I have just as much interest in bringing these guys down as you do, but until an official connection is made, we should stay out of this. There is the outside chance that someone is trying to stir the pot, however slim."

He turns his attention back to Weiss, staying quiet for a few seconds before a thin smile comes to his lips.
"Well, excuse my indiscretions then, heiress."
His tone became dry and mocking, his whole demeanor making a shift due to his secondary energy source messing with his mind due to stress. His neck markings flickered grey again as he took a step away from her and bowing his head.
"Then I'll just leave you to your investigations, and hope that the Red Claw culprits can be caught before all cyborgs really end up being treated like they're all trash that desire genocide." He lifted his head to look at her, his grin broadening, "And let's also hope that I don't have to accept an arrest if it comes to me learning who's responsible first."
He doesn't need to repeat to her that this was personal for him, he already knows that she's fully aware of it. Now, in the wake of this, Gale had half a mind to try to go digging into Aster systems himself, for the sake of looking into how much of the Red Claw's attacks are connected to them. Whether he could or not, or if they weren't connected at all, who knows, but he was willing to try if he had to. He finally turns on his heel and starts walking away, shoving another police robot out of his way for good measure before calling back to her with a lazy wave, "By the way, with the mask on, it's Orlok."

She raised her voice as he was walking away, but she wanted to make sure she got the last word in. If it came down to it and he killed them in anything other than self-defense, she would have to take him in. People may not like it, but that's the funny thing: people don't actually like it when the law is upheld. They like a hero. She wasn't sure she could be her job and actually do that if anything was going to change. Then she turned back to Krillin, pointing at his face.
"And you: if you don't like this city's laws then pick another city to live in. There are plenty that actually allow it, but you can't just ignore a place's laws because you don't like them. Especially if they're there to protect people."
Weiss frankly was taking quite a bit of effort not to roll her eyes at him.
"Because handcuffs are the cure-all solution and the only thing ever involved in arrests. Krillin, I do deal with people like this. I have my whole life. I've been hunted, and told my entire family deserves to die, and I thought that all of the Faunus in the world were garbage because of my experiences with the White Fang, a terrorist organization in my world that fights for Faunus rights with theft, murder, kidnapping, and worse. My father has done a lot of terrible things and he'll be brought to justice as soon as I can, but guess what? Someone I know was once a member of their organization and now that person is one of the truest people I know because they had a chance to turn themself around and redeem themself. If that person was murdered just for being a part of their group, then the world would be missing out on a lot. The same goes with people from other world. The former Deputy Guardian of Fayren once did terrible things- things he thought he couldn't come back from for a long time, but he did. He helped save their world. The fact that you want to kill everyone just because you think there's nothing that can be done because you know the mentality of every single person that fits into a stereotype you're familiar with from your world tells me that your goal is vengeance, not justice. Particularly since neither of you have any evidence yet of this being linked to the Red Claw besides that they're currently active and Aster Technologies funded the construction of this building."

He sighs, running a hand through his hair. "I don't want this to come to a brawl, but I don't see this ending any other way. I'll do my best to keep Orlok and 18 from doing anything until your investigation finds a link. Beyond that, I can't make any promises."

She sighs. She's just majorly frustrated right now.
"Once we get the appropriate evidence to bring them in, I'll send out a call with a notice that all individuals are to be brought in alive. Injuries are fine in the pursuit of restraint, but believe me when I say that I have an idea how to take care of these people without killing them."

He shifts to a standing position, even as his feet hover a couple feet off the ground, looping the bag over one arm so as to place his hands together and bow.
"I wish you luck. Something tells me we're all going to need it."

Weiss. Building code requires a basement or underground tunnel right? Hopefully it's been spared from the blast. Do you want to check it out? It might have been where they wormed their way in to plant those explosives.

Allow me to participate in the rescue effort. I can use my psionic abilities to locate survivors based on their neural activity. That way we can pinpoint which debris needs to be moved first so as to reach them and give them the medical attention they need.

Artanis, you focus on locating survivors. Any you find notify us of the time and location before rescuing them. Any bodies any of us find I want recorded as well. Even if we can't find anyone, we can at least identify the victims. I want everything on record. Troy, you check out the underground and any other vulnerabilities in the building's security. I'll stay on the surface. I'm going to look for the origin point and hopefully there'll be some remains of the incendiary device that was used. If anyone is in this vicinity that I haven't approved and they don't look like they were actually in the explosion, detain them. I want a talk with anyone who isn't where they should be.

[Troy wastes no time, crouching down to lift a giant pillar of heavy concrete and steel. He sets in aside, giving a count to alert the others]
Big crash in three, two...
[He drops the pillar on to the side, creating a loud crash and a cloud of dust from the concrete smashing against the hard ground. Freeing the path to the basement, Troy takes his rifle and heads on down]

[Artanis immediately sets to work. He closes his eyes and expands his mind. It's easy enough to find living people; he needs to find those that are in need of help. He narrows his focus.]

Weiss covers her ears when Troy says big crash, then goes about continuing to search for evidence. ]
We'll meet back here in an hour unless you have an emergency! [ That's said to both of them. ]

It's Athrun. He has a stern expression on his face.
"I just heard about the explosion. I want to offer you my help in whatever way I can, whether it's moving debris with my mobile suit to help reach survivors or figuring out what happened. I may be a private citizen, but I cannot, and will not, stand for terrorism as long as I'm able to make a difference."
[Video]
"Artanis is on survivor duty- he has a special ability that can locate brain activity. I could use some help locating and interviewing witnesses, though. Anyone who was around the building before or at the time of the explosion might've seen someone suspicious and I trust you to conduct yourself in a professional manner."
[Video -> Action]
"I understand. Don't worry; I won't let you down. See you soon."
With that said, he immediately got going.
It didn't take him long to arrive, either. As soon as he did, he immediately began to search for Weiss. As soon as he saw her, he raised his arm and waved at her to get his attention -- so at least she could let him past the barricade.

"Glad to help. Where would you like me to start? Who do you think might have been the most likely to see anything?"
