Some of you may have noticed that I haven't been around much lately. I have good reason, and for the time I was gone I don't think I was capable of fulfilling my duties as City Guardian or as a leader, so I'd like to thank my Deputy Artanis for taking care of things in my absence. I don't intend on talking about what happened with a bunch of strangers. You're not my therapists, and most of you aren't my friends. What most of you are, despite everything that I've been through in this world and my own, are good people who deserve to be safe. I think it's obvious that I'm not capable of doing that through sheer enthusiasm and ability. I'm relatively certain no one elected me because they thought I was going to be able to punch superpowered serial killers through a wall in the first place and make everything perfectly safe like that.

What I ran on the first time was creating teams and using my brain to come up with new ways to protect this city and its people. I think it's about time Nova City saw more of that, so I'm breaking Nova City into protective sectors and hiring more Deputy Guardians out of my own pocket. Being able to guard smaller sectors and call in backup from other parts of the city is going to improve security and I make more than enough disposable income and I can't see a better way to spend it than to make sure that you all know that even if I couldn't protect myself alone, I'll make sure that Nova City will become a place we can all feel a little safer again.

I'll let all of you know who the new deputies will be and how the sectors will be divided up by the end of the month. Anyone interested leave a private message, but I make no guarantees about who will actually get a job and who won't. Any candidates will be informed of the interview procedure just before it. No sooner, no later, and if they would like to withdraw their candidacy at that time they are more than welcome to.

This is one of the better broadcasts I've seen about this shit. No one wants to talk about it anymore, time to press on and focus on the present. You're doing good here, Weiss.

[ There's just something about what Weiss says. Perhaps it shouldn't, but it does make her feel a little better about everything. Recovery is slow, and she knows that Weiss was definitely one of the victims as well, but... It makes it a little less hard to move forward when she sees someone else doing the same.

It helps that Weiss seems to share a lot of her ideals regarding protecting others, as well.

She can't help smiling to herself, and perhaps she doesn't mean to send it anonymously, but Weiss will get a message in her inbox with only two words. ]

[ Gee thanks Senji. Weiss isn't exactly going to talk about the other broadcasts either. She still hadn't gone home and she still didn't want anyone to know where she was. But as she had done in the past, pouring herself into work was the only solution that made sense. Especially when work, this time, was the only thing she could do to make herself feel safer.

It didn't mean she was okay, or that she wanted to act strong, or that she even wanted to pursue Battler. She didn't want to declare a war. She just wanted to figure out how to take a single step forward. It took her weeks of lying there on her side, doing nothing but occasionally breaking down crying, waking up screaming every time she tried to sleep, experiencing phantom pains for injuries that weren't there any longer, and trying to seek some direction from another one of the victims and ultimately just being agreed with...

She could either keep hiding from the world and letting Battler revel in what she had become, or she could find a way to move forward. There were scars that would never, ever heal, and she wasn't about to go sit on a merry go round and hope she would cheer up because it's fun. But becoming nothing because of that man wasn't something she could do. So yeah, press on and focusing on the present was the only way Weiss knew how to live with herself anymore. ]

Therefore I would like to put myself forward as one of the candidates for this deputizing sectors of Nova City. I am glad that you are still putting yourself forward to help those who need it and am willing to lend my blade to your cause.

[ Weiss doesn't quite know what to make of that. That she's moving forward, still trying and that she wants to make this a safer place despite knowing that she can't do it on her own doesn't feel inspiring to her. To Weiss, it's her attempt to prove to herself that she can still try- there are things she can still do to move forward. The anon must've gotten something out of it that Weiss wasn't necessarily seeing and she knows better than most that you can't dictate someone's feelings, nor should you. They already had lost enough control over their lives to want anyone else telling them how they feel or what they should be doing to deal with this. If she was able to help someone just by not giving up when she wanted nothing more than to do so, that's fine. She's not going to step on that, even if she feels like this is her way of admitting she's not strong enough to keep trying to do things on her own like she has been. ]

I'd be willing to help out however possible with this since Nova City's become my home during my time here. I know I've only recently returned from the Dream Docks, but I've been working on compiling some kind of case here.

If it gives you any peace of mind, I'd be willing to disclose the full extent of my abilities so you can station me wherever you'd feel like I'd be useful, Miss Schnee.

Thanks, but I think Everglade has its own problems to deal with. You're already someone else's Deputy, I'm not going to have someone waste my time thinking they can defend a split area.

My hairbrush broke the other day. I had to go to the store. Once I actually had something to focus on, it was easier to leave even if I came back to it. It was still hard, but I made it for something as little as a hairbrush. I could've just cut it off and stayed where I was, but I didn't want to lose any more of myself. So I made a list of what I have left. If I still have things to lose, I still have a reason to get out of this sleeping bag, even if I'm already back in it and don't want to leave. Nothing ever stops being hard, but I found my spark.

[ She doesn't feel like it. Which is a strange sensation for her. She likes being a know-it-all, explaining everything in a way that shows how much she knows. But that's what happens when you go through something traumatic. Still.. she's not just going to dismiss it. Even if she's quiet for a few seconds, she sighs and speaks. ]

City Guardians are elected by the people every 6 months. They're charged with leading the charge to protect people from criminals, natural disasters, the forces of darkness- the list goes on. One Guardian is elected for each primary city in Genessia. Genessia City's is David Haller, Attleton's is Blaze, Fayren's is Satori Komeiji, Everglade's is Fai D. Flourite, and Nova City's is me. Each City Guardian has access to and influence over local law enforcement and has the budget for two Deputy Guardians, who the Guardians choose themselves. City Guardians can change the way the justice system is run, but they aren't politicians or government officials- we don't have the power to run the city, and it's not some kind of territory despite that some of the past Guardians liked to treat it as such.

What happens if one of us is a criminal... Outsiders and the like. Is there a prison of some kind? Public beatings? Executions?

You're really going with the whole team idea. Four should be enough to evenly section out the city.

I'm no good. All my life, I've been treated like someone in need of protecting. Someone who was worthless unless you needed something to laugh at. I hated myself for it. I wanted a purpose. I was so desperate, I wanted to mean something, beyond being a literal punchline.

I don't care about that anymore.

[It was that way of thinking that got him into this. That made him so desperate for praise and respect, that he didn't even try to see through Battler's deception. Some things haven't changed, but the way he views people and the world has shifted so much by now, that he can't go back to that way of thinking.]

It's different in each of the city's and largely dependent on the current Guardian's office. The first and foremost fact is that no one who was a criminal back home is still a criminal here until they commit a crime in Genessia. There are people here who are seeking to start a new life, so even if someone from your world shows up and you know they've killed someone or blew up a tavern, instigating a non-consensual fight would result in you being the aggressor. Beyond that, assuming someone actually did commit a crime here, the City Guardians are charged with actually proving it and deciding what the punishment is. In Nova City, the death penalty is illegal. The only circumstances in which a criminal should be killed instead of capture would be if another life is in immediate danger, pendant or not. Otherwise, we have a police force made up of robots, so they assist in the arrest of criminals and we can take them to the holding cells in the Guardian tower. When we get into pendant-holding criminals who can't be held by things like that, however, I've transferred prisoners to Guardian Haller's prison facilities. They're.. unique, but humane and comfortable. Moreso than some people deserve, but Guardian Haller believes everyone deserves a chance for rehabilitation. I'm also willing to work with criminals who want to turn their life around if I deem them a low threat of repetition.
