[he has stayed generally out of things for the most part... but he can't be silent at everything he's read in the newspaper. He doesn't exactly know what's going on in the Everglades but having been here a while he's recognizing it as his duty to find out.

This vigilante....
There are some horrible things that have happened. That creatures eat humans is the cycle of life and mist is forgiving. Sometimes being dead is easier than being alive. That does not concern me. Even in places where supposedly death does not matter.
(though I would not say it to their faces ha ha ha)
But to torture is an entirely different matter altogether. No one deserves that. I would not even wish that on the one who committed the act.
Perhaps they should be brought to justice? Though I do not know what kind of justice exists in the Everglades. Though I am ever feeling it's my increasing duty to find out. To bring it about if I can.
I have stayed too long in Fayren and have ignored my true calling.
Does anyone know where to live cheap there?

Tell me. How do you know it wasn't a lie? The vigilante made quite a few enemies in his time, especially politically, for not allowing the hunting of innocents or "easy" prey.
What makes you think your justice is right, rather than emotionally reactionary?
Justice is taking the time to thoroughly check all the facts and evidence. Don't believe everything you read just because it's in the newspaper. Newspapers lie more than even normal criminals.

All justice is emotional. It comes from gut instinct. You feel it and you know it's right.

And no again. Justice can be instinctual, but it must come from knowledge to carry true conviction, otherwise it's just the same as an unthinking beast lashing out.

Justice can only be given by the person in authority because without that then it is just taking the law into your own hands. Here the authority is the words in the newspapers and the bounty therein because if the vigilante had not acted so heinously he wouldn't have gotten a bounty.

Authority isn't just bounties and publishers. You said yourself, true justice has to come from within, not just externally. Talk to Fai, he's the guardian of the place, and the very one Ted tried to rile up as a vigilante. He didn't break any laws, he even convinced criminals to fetch bounties for him. Those are not the actions of an injustice which requires jailtime.

As for Fayren, I don't hang out there a lot but there is an Inn that I think was pretty cheap?

Ghosts when left long enough by themselves become malevolent or attract the like. It's my job to purge them of the evil and make sure they get beyond the gate. To the afterlife I think. Or things could become a problem.

Or, instead of becoming a vigilante yourself like the one you are swearing against, you can simply join the Everglade Rangers and supply proper aid to protect those here.
That said, there is Assombrada Park and Groaznic Village to live there.
