Well, it truly depends on how you wish to fight... But I find Holodeck'd in Genessia to be a good place to train. It can be told what sorts of opponents you wish to fight and how difficult they should be in order to hone your own skills appropriately.

I'm sure people have already recommended the Holodeck to you. It's the easiest place to get some combat training in, and people here flock over there whenever they need to let off some steam. But the Holodeck feels too artificial for me to feel a proper sense of combat and fully appreciate it's convenience.
But there are bounties in each city that often require combat skills. Every now and then the targets prove to be a challenge, and you get some money for it as well.
The newspaper has a list of them, one for each city. Nova City has a different case, though. You must first get a license if you wish to take the bounties there.
You must be quick in taking these bounties. You have quite a bit of competition in getting them. While many bounty hunters are willing to share, some can be a little greedy.

If that no longer interests you, there is still another option. I don't know the extent of your skills are, but there are dangerous creatures in the forest of Fayren that some people like us hunt in their spare time. Deep into the forests. It's easy to get lost in them without a guide.
