Perhaps he should have been specific. Especially since his definitions tended to expand onto the actions of humanity, and outbreaks included riots and wars.

"An uprising. Have the people here started one before?"

"Kid, there's no government here. There isn't anyone here to rise up against, know what I mean? So, no, no uprising of the peoples."
