[The following leaflet is being distributed throughout each city by random people. They offer each one to every passerby with a pleasant smile. Won't you take a read?
If in Genessia or Attleton: expect the leaflet to be available at local shops and shoved under doors whenever the cities thaw out.]
The Red House Foundation
The Red House Foundation is an initiative started by Grell Sutcliff and Oswald Cobblepot. Donations and a portion of the proceeds from Juliet’s Lair will help support orphans, bereaved families, and adoption services. Support will include mental health and medical support, as well as legal support and consultation. Other businesses, organizations, and the public are encouraged and more than welcome to help raise funds towards this cause.
All funds will be accountable for as transparency is of the utmost importance. Making direct donations to The Red House Foundation is possible via bank transfers. Details are listed below:

A bounty for the Former Mayor of Everglade. He is wanted alive...or dead, if the former is not possible. If dead, only a level 3 payment will be given, and please provide proof. If alive, the reward is a level 4 payment. Please turn him in to the Everglade authorities so he may be tried for his atrocities.
(ooc: this bounty is first come, first served. It can be shared by more than one person, but the reward will be split amongst the group.)

[During the daytime until 6pm, Grell can be found in Fayren at her shop, Juliet’s Lair. There is a promotional sale going on: all red and green merchandise will either receive 30% off their purchase or have a portion of their sale go towards The Red House Foundation. Customers will be able to choose either at the register. There is a dog next to the register, resting on a nice, large pillow. Grell is working on her tablet behind the counter. At some point, one can hear her playing a game. It sounds like Sugar Crusher. All work an no play...
During the evening, Grell can be seen coming out of the police headquarters, waving politely to whomever saw her to the door. What a nice gentleman! She's walking on the path that leads to the gate. Now just what could she be doing here?]

I'm going to take my anger out in more...productive ways.
[Meaning someone's gonna die really soon. She's super pissed but she's learned at least some restraint over the years. A little less restraint (read: bloodshed) at the right time and place can do wonders.]

She makes a note to tell her talent agency about the Foundation, with view to putting on a gig or event of some kind to raise money. Then, as soon as her next pay comes through, Sonico will send a large lump sum straight to the Foundation, which isn't bad considering her celebrity salary*

The assistant mayor / acting mayor probably knew where he was taking that. It had to be somewhere in Everglade unless one of the pendant holders walked him out, so it at least narrowed the playing field. It would be easy enough to just make the assistant mayor think he was talking to his wife about the mayor and get out. Then it's just a matter of asking nicely. She still thought Everglade was better the way that it had become, after what she did. But she wasn't about to go down for that or nobly come forward to explain what had happened.
Either way, later that evening she'd be walking the mayor in with little to no resistance. She even takes a selfie with the mayor and sends it back as a reply to the anon text. ]

Taking up her purse, Grell goes to meet with the former mayor and Emerald. She's dressed simply in a black pencil skirt and button up blouse and black heels. It isn't long before she spots them both, and takes a good look at the bounty. So this is the scoundrel?]
Well done, darling. [Her attention moves to Emerald, a smile on her face.] You're very efficient.
[She motions to the officers standing by to take him for processing. If the mayor puts up resistance, then Grell doesn't pay it any mind. Grell opens her purse, reaches in to pull out a small red, rectangular box, and hands it to Emerald. Inside, she'll find the full level 4 payment of red bills, stacked neatly and tied together with red ribbon.]

It was a smashing success, as his customers donated in his donation jar, and all the donations he collected in his shop, he send it to the Red House foundation with a note and Sebastian's signature:
"On Behalf of Funtom Corp, I'm happy to present you a donation in a check of $2,500 red bills, as a good start for your grand opening of your Foundation. Please let me know if you require support for your cause."]

The adoption process is more complicated than most believe. There's background checks for parents , health checks for children, initial and follow up home inspections to make sure the environment is suitable for the adoptees, and the paperwork it involves to process legalities. We can't just give children away without checking and making sure they go to good homes! The foundation could be held responsible should anything happen due to familial negligence.
