Sometimes there is. It depends on the degree and source of the trouble. Usually it come from individuals – sometimes arrivals, sometimes natives. Bounty hunters or teams of volunteers help stop them. The local Guardians often pitch in if they're a great enough threat.
Course sometimes the world itself throws us a curveball and... well, then there's not too much we can do besides ride it out.
