Also, I apologize to anyone I may have offended while I was split. As it turns out, when your better half makes up more than half of your characteristics, the less kind of the two goes overboard in compensation.

ACTION AT THE SKYRISE
[ Listen, if anyone thought that Sun was going to ask Weiss to babysit Articuno that didn't mean she was going to have a giant legendary ice bird hanging out in her office? They weren't thinking. Weiss and Articuno get along too well to not spend all the time that Sun isn't there hanging out.

On the other hand, Weiss's deputies may or may not appreciate how ridiculously cold it is in the Guardian's office right now. It's like they just didn't bother to turn the heat on and instead went 'it's chilly out, let's turn the AC on.' Except there's no telling hum, it's mostly just ice-type Pokemon hanging out around the office. Even Lapras is in there chilling out with Smoochum humming while playing on his back.

That said, there's a lot of work to do. Mostly because bad!Weiss was more focused on herself than the rest of the city, so there's a lot of clean-up going on. But once that's handled and she can find a deputy to replace Nora.. well, then she can go on that vacation she'd planned- which she's rescheduled to 2/5. Four days of relaxation, followed by a couple of days at the Dream Docks. It's hard to say which order she should be doing that in, but since she can't know what will happen at the Docks, she's just going to worry about the stress she's currently feeling. Because she still really, really needed it for that.

If anyone wants to become a deputy, of course, they're going to have to put up with the cold icy office for now. Current deputies or anyone who wants to swing by is welcome too, of course. ]

OOC NOTE: The New Deputy has already been selected, but if your character wants to interview and not get it or stop by to play with Pokemon that's fine.

[ It's definitely a textbook answer, which is fine. It's what she's looking for, but she wants to make sure he understands something. She doesn't quite answer how he did yet. She'll save that for the end. ]

You're aware that in Nova City if a lethal occurrence happens, you're responsible for providing evidence that there was not another option because capitol punishment is not legal in Nova City?

[Yup. He's going to hate all the red-tape here, too.]

Like I said, C-Sec had a whole investigation whenever that happened. Nothing new.

[Wait a minute.]

Are you saying it's legal in other cities?

[That's surprising. Most major upper-crust cities were very much against it.]

I suppose that answer whether or not you're familiar with the laws and lay of the land here.

[ Her tone says that's probably a negative mark in this interview, but she seems to move on from it and not end the interview at least. ]

Why do you want to be a deputy guardian of Nova City?

[This is a much more personal answer, and it shows; he speaks very passionately.]

My goal is to keep innocent lives safe from danger. I spent the last few months defending my galaxy from a major threat, and after that I cleaned the streets of a planet filled with scum. There are people here that need protecting and people who need to be brought in for the crimes they've committed, same as anywhere else. I want to make sure justice is served.

How do you feel about criminal rehabilitation?

[ It's a good answer, but there's also the issue of.. well, Weiss has been trying alternate methods here considering they can't just execute problems here. People come back, and prisons aren't always adequate except in the extreme circumstances when she'd turn someone over to David... but there have been cases where they've managed to reduce crime and work together with criminals to make things better for everyone, provided they've managed to show improvement. ]

...Come again?

[ Because what does that even mean? Like drug rehab centers for criminals? Or like summer camp for criminals where they of course all come out with their hearts pure and three sizes bigger? Garrus' preferred method of judgement is a bullet to the head, but he's also used to very hardened criminals. Which he is fully expecting to find here as well. And while he can understand (not like) that some lesser guys can get off with some community service, he certainly doesn't think a murderer should get any less than they deserve. ]

Prisons aren't always adequate containment measures short of shoving them into a pocket dimension, which I hesitate to do except in extreme cases. Working together on deals with criminals to get them to stop future crimes or forcing them to do community work and therapies instead of prison time unless they're clearly an apparent danger to others are options we've used in the past, particularly since when you kill someone with a pendant, they just come back anyway so executions are pointless. So, we try to find ways to get criminals to healthier states of mind and work with them to reintegrate them into society. For example, one of my deputies is a former murderer from my world, but he's shown remarkable improvement and restraint and has clearly managed to become a more productive member of society over a period of several months. He recently asked to become a deputy so he can try to become a better person and have an outlet for any.. urges, I assume. Sometimes it takes hard work and a chance to get someone to find a new path, and then stick to it. That's criminal rehabilitation. It's not as simple as stabbing someone through the chest, but so far it seems to be working with pendant-holding individuals.

...Hold on. One of the other deputies is a murderer?

[That's... not what he was expecting.]

I've seen people given second chances. Sometimes it works, sometimes it doesn't. Personally, I prefer to just handle things the first time through so that if it doesn't work I don't have that on my conscious. There are people that are beyond second chances, and I will not be able to turn a blind eye for them. [If Saren were to somehow show up here, there would be a bullet between his eyes before anyone even knew he had arrived.]

It's so much easier to see the world in black and white. But grey? I don't know what to do with grey.

[That's probably the most honest thing he's said since he met her.]

[ She can't really argue with his response and she nods. ]

Don't think of it as grey so much as... trying to surround black with white until even it starts to show speckles like a dalmation. It isn't as though those dark spots are going to disappear, but if we can make sure the light is still there.

[ A beat. ] Plus, if you kill someone with a pendant, they'll just wake up in a hospital somewhere so you'll actually end up with them just free and even angrier than the first time, so frankly I'd rather work with them than create an even bigger problem.

[ Garrus has no idea what a dalmatian is, but it's probably beside the point so he elects to look it up later. He's still not sure how he feels on the whole rehab thing (or the fact that an "ex"-murder was now a deputy of the city, but he's a little too distracted by the last bit of info there. ]

Are you telling me that people here can't die? That if I were to shoot you right here, right now, you would be completely fine? Because I'm pretty sure that's not how that's supposed to work.

No, I'd die and then I'd have to pay a price, but then eventually I'd wake up in a hospital like nothing happened or with a scar where you shot me. The scarring seems to depend on how bad it is. [ She's.. not going to share how she knows that. ] But it's not a free death. You have to give up a part of yourself to come back. But.. it does happen.

[ A beat. ] Though if you shot me in the head I'd be fine because of my aura, but I'd be really upset and I've already got you alone in a room, you don't want me to trap you here for a 6 hour lecture about how not okay that is.

[ She'll fucking do it. ]

[ Garrus's hands shoot up defensively. ] Relax; I wasn't planning on actually shooting you, Snow. Just asking.

[ The nickname means he's comfortable around you. It's probably not ideal for an interview, but he probably doesn't even realize he's said it. Besides, at least it wasn't "Princess." ]

So, criminals here can't die, but you think that they'll learn their lesson by getting gold stars for not killing people? Wouldn't it be easier to make them have to keep giving up parts of themselves - whatever that means - if they break the law again? I'd think it would be a pretty good motivator. Or, couldn't you just take their pendant away so they stay dead?

[Garrus you're missing the point here.]

There are plenty of things that are easier. It doesn't make it the right thing to do, nor is it particularly motivating to have things you care about taken away from you.

[He's silent for a moment, weighing his options. This seems like it's a dealbreaker for her. But it goes against a lot of what Garrus stands for, what he's done. But then again, so did Shepard.]

I don't like it.

Let's say you take someone in, let's say a murderer - no, let's say rapist since I don't think you have one of those on your team? So. You capture a rapist, but instead of throwing them in jail like they deserve, you let them out so long as they promise to go see a shrink and be a better person. And then they rape someone else. That's on you. Is there a chance they won't do it again? Yeah, I guess. But there's no guarantee.

So why take that chance?

What? No. They're still going to jail, they just have to have therapy while they're there and work toward goals and being reintegrated into society. Mercury's only a deputy because he managed to work past all the hoops multiple Guardians have given him and asked me personally to give him a chance instead of me telling him to be a better person. [ And then some stuff involving an event she's not particularly proud of in which she just ignored everyone else's opinions and did what she thought was right but you can't really be held accountable for your actions during that and Mercury did prove that he wanted to be a better person during that so ] I'm not saying they get away without being punished for their crime. I'm saying that we don't just leave them to rot away or kill them an expect that to be satisfactory.

I still don't like it.

[But damn if it wasn't an idea he could see Shepard getting behind. Fuck.]

But I see where you're coming from. [You and your bleeding heart.] And I could see how it might be beneficial in some ways. I still think it's better overall to capture or kill, but I'm not the one calling the shots. If that's how you run the city, then it doesn't matter what I think of it anyway so long as I'm willing to not shoot to kill unless it's absolutely necessary. Which I'm guessing will be a lot less common here than where I'm from, otherwise this really wouldn't be an option. [Omega was full of gangs so it was really the only effective way.]

So my stance is I don't like it, but I'll get over it.

Considering the death penalty is illegal in Nova City and has been since long before I was in charge, yes, it should be much less common.

[ A beat. ] Though, if you happen upon a rapist in the act, please feel free to hospitalize him upon capture. I'm not against violence as long as it's not excessive and it follows the law.

[Garrus nods.] I am agreeable to that. Shoot to incapacitate, not to kill. I can do that. [It’s been awhile since he’s done that, though; his recent enemies have been things like husks and Geth and Shepard was all for the headshots, but he can go with shooting a few kneecaps instead.]

Any other deep philosophical questions?
