Given I've been here since February and the only time fighting was a thing minus bounties was at best...twice in one whole archway.

Which is actually a lot less often than even I was use to.

Bounties are pretty much someone needs catching and brought in for the crimes they are doing. Bounty Hunters are the ones who take up those jobs.
