[Today the video feed opens up to a view of Nova City from the office of it's Guardian. Who happens to be sitting at his desk with his feet up. After a moment he'll look to the camera and feign surprise before sitting up straight.]

Oh hello there. Citizens of Genessia. In case any of you are new, allow me to introduce myself: I'm the Guardian of the sub-city, Nova City. The one, the only, the brilliant scientist, Dr. Albert W. W-

[However, before Wily can finish, there are two heavy *ka-cha* sounds followed by brilliant lights flashing into the feed.. A clack of high heels follow and Satsuki steps into the feed with her hair blowing in a dramatic fashion.

Perhaps a bit overdramatic, but Satsuki considers it perfect for one as big a deal such as herself. She raises her hilted sword upward, then once she slams it onto ther ground, her narrow gaze intensifies as she bellows: ]

Attention, citizens and denizens alike of Genessia City! Of Attleton! Fayren! and Everglade! Today is a day to rejoice as I, Satsuki Kiryuin, have officially become Deputy Guardian of Nova City as of now! It goes without saying that I support Doctor Albert Wily's aggressive vision of keeping the peace and allowing youth's potential to flourish!

However it has come to my attention that a number of you choose to remain passive, which I feel can only be rectified through education and action! Therefore my first line of duty will be to enforce this education so that you may see and understand the truth your own eyes and minds!

[Wily has climbed up on to his desk and can be seen shaking his fist angirly at Satsuki.]

What are you doing!? I was trying to introduce myself! We rehearsed this!

As of today, I will be in charge of the construction and maintenance of two institutions: The first will be weekly classes that shall assist in getting newcomers up to speed and encourage them to take their new found destiny into their own hands.

The second will be the construction of Wily Academy! This academy will be a mind opening experience for our youth. Being exposed to and sharing differing cultures, ideas, and knowledge will ultimately bring everyone together as one progressive entity! As one we shall create a miracle!

[By this point Wily has given up and slumped back into his chair.]

Kids these days...

For the next several weeks I will be seeking teachers to aid in this cause, and while I am certain I need not say it; student attendance will be mandatory. Those who I must to bring in by force will be punished!

[Satsuki draws in a calm breath, then.]

As construction nears completion, I will be sending out registration forms and will provide details of what resources will be available in this Academy.

I look forward to you all taking part in the elimination of a passive culture and unleashing a strong, bright, and flourishing culture!

[Is she done? It looks like she's done. Wily looks a little bored but he'll sit up straight the moment Satsuki finishes talking.]

[He'll clap lightly for a moment.]

Wily Academy is a bold new step that will benefit not only me, but everyone in Genessia. I expect to see a number of slacking dofus' show up ready to learn and become productive members of society once the academy opens up in the near future.

You may be terrified of her, Gramps, but I'm not. I'm not going to be forced to attend your Academy. You're going to run into some real trouble if you continue with that course of action.

Look Monkey boy, Maybe you should just give it a shot before you up and dismiss it. Who knows? Maybe you'll even enjoy it and learn something at the same time.

[Sun, you are the most bearable child in this place, so he's gonna try and be nice to you.]

[Well Sun doesn't completely hate Wily, but he's not his biggest fan either. He thinks the guy could do some real good if he would just turn his ways around.]

You two drop the whole forced schooling thing, and I might be more inclined to peek in on a class. If this were someone else trying to force you to attend a school or something, you wouldn't go either.

[Satsuki will step in here.]

That is not up for negotiation- this will not work unless every teenager is involved. But I understand your resistance; for many, it is not obvious how much good this will do.

[Beat]

I have no need to be forced because I possess drive. But it is true a carrot may be necessary to make things easier. I will reveal that once it is complete.

For now, consider this merely a heads up.

[Wily feels the need to speak up again.]

And I've already spent years in school, of course I wouldn't stand being forced into another one!

Well consider this a heads up that I won't be attending, regardless of what you two do. I don't think any of this will work unless you change that rule. You'll get resistance from me, and more likely other people too. And the Guardians of other cities too, most likely. They probably aren't going to appreciate you forcing the people staying in their cities to go to your academies.

I might not have any idea what yours guys end goal is, but so far, none of this sits well with me.

[Satsuki doesn't look very amused. However she does respond in a relaxed manner.]

What the other Guardians think are of my concern, not yours. If you feel that others will be resistant, then by all means form a protest group.

Now I ask you a couple of questions; do you attend Genessia Public School? What have you accomplished since arriving here in Genessia?

Let's see. [He taps his chin.]

I've pissed off a group of vendors, got a negative article in the paper about me, improved on my combat skills some. helped defend this place when the creatures attacked and helped deal with some monsters that were attacking in Fayren. I'm pretty happy with what I've done.

I will keep all of that in mind.

[She nods.]

More importantly, do you attend Genessia Public School?

Nope. I don't think anyone does.

Not a one? Is that so?

[A very small smile forms.]

Why do you think that is? By your logic, there should be many students since no one is forcing them to attend, correct? So why do you think that is not the case?

I don’t know. Maybe they have no interest in the subjects that the schools teach. But I never said that abolishing that rule would get you more attendance. People that might normally be interested in the sort of thing you are setting up might not like the idea that you are basically saying “You have to do this”.

People should always have the right to make their own choice. Everyone deserves the freedom to choose what they want to do. It doesn’t matter if they choose to spend their time goofing off and sleeping all day, it is their choice. You don't have any right to make their choice for them.

[Satsuki gives a thoughtful look.]

I will tell you why they do not attend there. It is because they do not possess the drive. There is no drive because no one cares.

But therein lies the problem, don't you think? How will unification work if everyone does not attend? Doesn't the very definition of unification suggest that everyone must be together?

The bottom line is there really is no choice. If I do not enforce proactivity, productivity and unification, we will destroy ourselves.

You'll achieve unification. But it will be because we are all going to unify to stand against you and Wily. You don't have to be the villain, you know. But that's exactly what you will become if you walk this path.

Tch. So you're going to call my stance villainous?

[Satsuki's eyes half-lid.]

Someone has to draw the line in this nonsense and not a single one of you is willing to take charge. I am not here to make friends, I am here to lead, to inspire direction, to make our youth understand our current situation is not accetpable.

To categorize that as 'villainous' just further shows what a laughable state Genessia is in. You're like a child that doesn't want to eat his vegetables.
