4 Failed Attempts at World Domination [Video]
[Today the video feed opens up to a view of Nova City from the office of it's Guardian. Who happens to be sitting at his desk with his feet up. After a moment he'll look to the camera and feign surprise before sitting up straight.]
Oh hello there. Citizens of Genessia. In case any of you are new, allow me to introduce myself: I'm the Guardian of the sub-city, Nova City. The one, the only, the brilliant scientist, Dr. Albert W. W-
[However, before Wily can finish, there are two heavy *ka-cha* sounds followed by brilliant lights flashing into the feed.. A clack of high heels follow and Satsuki steps into the feed with her hair blowing in a dramatic fashion.
Perhaps a bit overdramatic, but Satsuki considers it perfect for one as big a deal such as herself. She raises her hilted sword upward, then once she slams it onto ther ground, her narrow gaze intensifies as she bellows: ]
Attention, citizens and denizens alike of Genessia City! Of Attleton! Fayren! and Everglade! Today is a day to rejoice as I, Satsuki Kiryuin, have officially become Deputy Guardian of Nova City as of now! It goes without saying that I support Doctor Albert Wily's aggressive vision of keeping the peace and allowing youth's potential to flourish!
However it has come to my attention that a number of you choose to remain passive, which I feel can only be rectified through education and action! Therefore my first line of duty will be to enforce this education so that you may see and understand the truth your own eyes and minds!
[Wily has climbed up on to his desk and can be seen shaking his fist angirly at Satsuki.]
What are you doing!? I was trying to introduce myself! We rehearsed this!
As of today, I will be in charge of the construction and maintenance of two institutions: The first will be weekly classes that shall assist in getting newcomers up to speed and encourage them to take their new found destiny into their own hands.
The second will be the construction of Wily Academy! This academy will be a mind opening experience for our youth. Being exposed to and sharing differing cultures, ideas, and knowledge will ultimately bring everyone together as one progressive entity! As one we shall create a miracle!
[By this point Wily has given up and slumped back into his chair.]
Kids these days...
For the next several weeks I will be seeking teachers to aid in this cause, and while I am certain I need not say it; student attendance will be mandatory. Those who I must to bring in by force will be punished!
[Satsuki draws in a calm breath, then.]
As construction nears completion, I will be sending out registration forms and will provide details of what resources will be available in this Academy.
I look forward to you all taking part in the elimination of a passive culture and unleashing a strong, bright, and flourishing culture!
[Is she done? It looks like she's done. Wily looks a little bored but he'll sit up straight the moment Satsuki finishes talking.]

It seems other residents are already reacting negatively, but for his part, Leon is curious enough to ask for some clarification instead of outright dismissing the academy. He switches on his vidphone to reply.]

But, those from that same world-- Souda, Leon, and Chihiro-- don't exactly have much of a world to return to, and two out of the three are already dead in their own timelines, so they seem to be in a unique position compared to typical Genessia residents. Genessia is probably going to be their permanent home, and it definitely beats the alternative. It also means they probably have more incentive than most to take an active part in happenings within the main and sub-cities...

An excellent question. There are two definitions: 1) those between the age of thirteen and nineteen. 2) Anyone older who wishes to attend, to a maximum age of 24.
Anyone older than 24 would be handled on a case by case basis.

While I adore the idea of getting everyone together to exchange different cultures, this sounds more like military action and propaganda enforcement than anything actually useful.

I possess most of the resources to address the issues of levels of education, and the cultural standards can be addressed once they are brought to me.
As for your final point, perhaps it is as you say. But it appears one of my background is needed to get things done. I come from what you might call a Military Academy, and a particularly strict one.

His voice echoes in the head of whoever is listening, like the booming of a crypt door shutting in the depths of the world. The device is certainly handy in replicating his normal means of communication.]

But what is this means of communication? More telepathy? Though it seems, different. Satsuki starts to feel a bit shaken, though her expression remains stern.]
Genessia's.. very existence seems to suggest otherwise.
But let us assume you're right and it will eventually fall; what might that mean for us outsiders? We do not know. In fact we know very little, and as things stand we will continue to know little to our dying breath.

I can give up planning a few parties in exchange for bettering ourselves. It's discipline! It is being a little responsible! It is absurd to view this as being 'robbed choice'!

While I tentatively accept that the first is perhaps a good idea in theory, there are a lot of holes in it. Why place the location of this orientation in Nova City instead of finding a building near the bay? It would be much more convenient.
[And a slight pause to sip her tea.]
As for this mandatory academy... Again, why Nova City? There are a number of places classes could be held in the central city and would be equal commute from any of the branch areas. Will there be dorms and provided meals and clothing? Being forced to attend school while having to buy food and clothing as well as paying rent is quite difficult to balance. How will you be able to teach about other cultures other than the one known by the teachers? Unless all the students take turns teaching in which case it then becomes a round table discussion.
[There's another pause for some tea.]
And then comes the enforcement of this mandatory institution. How do you intend to do such?

Actually, Genessia City was the original idea for location, but I'm afraid that negotiations have been.. Difficult.

I suppose I should have clarified that this is not going to possess a dormitory-like housing. The 'balance' should not be an issue, but if there is a greater demand for one, then I shall take it into consideration.
The resources in the central city itself are inadequate for what I plan to offer. I see little issue with a 'round table discussion', so long as it is properly supervised.
There is little we can do about the location at the present time. It is inconvenient, but the alternatives are not much better.
[As for how to enforce, she looks a little surprised. She's the first to ask.]
I am not ready to reveal the 'how' just yet.
