4 Failed Attempts at World Domination [Video]

[Today the video feed opens up to a view of Nova City from the office of it's Guardian. Who happens to be sitting at his desk with his feet up. After a moment he'll look to the camera and feign surprise before sitting up straight.]

Oh hello there. Citizens of Genessia. In case any of you are new, allow me to introduce myself: I'm the Guardian of the sub-city, Nova City. The one, the only, the brilliant scientist, Dr. Albert W. W-


[However, before Wily can finish, there are two heavy *ka-cha* sounds followed by brilliant lights flashing into the feed.. A clack of high heels follow and Satsuki steps into the feed with her hair blowing in a dramatic fashion.

Perhaps a bit overdramatic, but Satsuki considers it perfect for one as big a deal such as herself. She raises her hilted sword upward, then once she slams it onto ther ground, her narrow gaze intensifies as she bellows:

Attention, citizens and denizens alike of Genessia City! Of Attleton! Fayren! and Everglade! Today is a day to rejoice as I, Satsuki Kiryuin, have officially become Deputy Guardian of Nova City as of now! It goes without saying that I support Doctor Albert Wily's aggressive vision of keeping the peace and allowing youth's potential to flourish!

However it has come to my attention that a number of you choose to remain passive, which I feel can only be rectified through education and action! Therefore my first line of duty will be to enforce this education so that you may see and understand the truth your own eyes and minds!

[Wily has climbed up on to his desk and can be seen shaking his fist angirly at Satsuki.]

What are you doing!? I was trying to introduce myself! We rehearsed this!


As of today, I will be in charge of the construction and maintenance of two institutions: The first will be weekly classes that shall assist in getting newcomers up to speed and encourage them to take their new found destiny into their own hands.

The second will be the construction of Wily Academy! This academy will be a mind opening experience for our youth. Being exposed to and sharing differing cultures, ideas, and knowledge will ultimately bring everyone together as one progressive entity! As one we shall create a miracle!

[By this point Wily has given up and slumped back into his chair.]

Kids these days...


For the next several weeks I will be seeking teachers to aid in this cause, and while I am certain I need not say it; student attendance will be mandatory. Those who I must to bring in by force will be punished!

[Satsuki draws in a calm breath, then.]

As construction nears completion, I will be sending out registration forms and will provide details of what resources will be available in this Academy.

I look forward to you all taking part in the elimination of a passive culture and unleashing a strong, bright, and flourishing culture!

[Is she done? It looks like she's done. Wily looks a little bored but he'll sit up straight the moment Satsuki finishes talking.]

Deputy Guardian, Satsuki Kiriyun everyone, giver her a hand.

[He'll clap lightly for a moment.]

Wily Academy is a bold new step that will benefit not only me, but everyone in Genessia. I expect to see a number of slacking dofus' show up ready to learn and become productive members of society once the academy opens up in the near future.

I understand that you and Dr Wily have your.. Differences. But I must ask that you consider the bigger picture.

That's precisely the problem. I am looking at the bigger picture. I know you and Wily are planning something. If I had to guess, there would be some sort of indoctrination into serving Wily, though I'm willing to put my money on you attempting to raise some sort of army to depose the good doctor.

I do not know your motives, but I can see farther than you give me credit for, Miss Kiryuin. I will not stand for anyone treating my students as simple pawns in their game.

That is a rather interesting theory, Professor. I'm uncertain if that ranks higher or lower than the suspicion that the school is a prison to have students kill one another.

That said, your distrust of Wily is blinding you from seeing the bigger picture properly. Remove that from the picture then reconsider.

[Still, he has proven more perceptive than she originally expected. It's quite impressive.]

Once you have done so, why not consider taking a teaching position yourself? Not just for your students, but for everyone.

Removing Wily from the equation only swaps one puppetmaster for the other. At least Wily is predictable, almost as mechanical as his machines, in that regard.

If anything, removing Wily from the matter only makes things worse. You have followers that seem to flock to you out of a single-minded devotion that borders on zealotry. To them, your word is law, and they cannot even conceive of disobeying even the most banal of requests. They are little more than puppets.

That may work in your world, but not mine, and I'm seeing more and more people chiming in on my side.

I give you this one warning. You may send your armies, but with the solidarity I've seen rising up in opposition, there is no man nor machine that can stop us.

Perhaps you should be looking less at your vaunted bigger picture, and keep your eyes on the path that you have chosen to walk, Miss Kiryuin.

[Satsuki doesn't appear to be amused in the slightest. In fact she is starting to look very annoyed.]

With all due respect, you are making wild conclusions with far too little information. I respect you as a teacher, you are a clever and analytical man. But I am starting to dislike you as a person. It would appear you are stuck in your old ways which, quite franky, is bad for everyone.

For the time being, I do have opposition. That is not unexpected. What is expected, is that as time goes by, those numbers will dwindle, and you will be left wondering 'what happened'?

[She lets that sink in for a moment.]

This is my path. A burdensome path that I have accepted while you sit, sip coffee and point fingers as you do.. Whatever it is you claim to do. I have and will continue to work tirelessly to bear progress. And I will not allow your absurd propoganda to stop youth from moving forward.

[He pokes a few buttons on the desk, audio clips of her mention of needing "all the teenagers" in order to make it work, and every time she said the word "unification."]

It would seem to me that my analysis is pretty spot on. For someone claiming to be working for a greater good, I'm only seeing how this benefits you.

However, the fact remains, you have allied yourself with an unstable man who has put the lives of my students in danger, and that is an offense that cannot be forgotten.

Yes, your path is a narrow and arduous one to be sure. But it leads to a place you will not wish to be; in direct opposition to myself.

[Satsuki raises a brow during the playback, but doesn't offer much change in expression aside from that.]

I repeat what I said before; you do not have enough information. The working motto for Wily Academy is indeed 'Productivity, Unification, and Proactivity'. Why you see this as beneficial only to myself is only further proof that you are out of touch.

I will admit that Dr Albert Wily has his.. Difficulties. However, he is a brilliant man who is willing to change; and he had made the gracious offer to shorten my work by years to show this.

I do not ask that you forget, only to forgive and move on. If you instead choose to remain stagnant then.. So be it.

[Ozpin's expression darkens, leaning forward toward the camera.]

I have forgiven many many transgressions against myself and my students over the years. However, all those incidents shared one thing in common; a desire to change and make amends.

[Another playback pops up, depicting a Robot Master sabotaging a voting booth during the Guardian Elections.]

Wily has not shown this desire. He only seeks power for himself. By allying yourself with him, you have taken on that same objective in the eyes of the public, especially those who are aware of Wily's indiscretions.

I am not what many people would call a "good" man. My concern for my students and their teachers are as far as my compassion extends for the most part. I am also very skilled in seeing trends, patterns, and predicting behavior based on those trends, and there's one thing you will need to learn if you intend to lead.

Perception is far more powerful than fact. Wily has a reputation, one that is automatically ascribed to you when you ally yourself with him. The threat of forcing students into the classroom only strengthens that perception, and thus the resolve to resist.

You are a tyrant, and nothing more. I have no patience, nor compassion for tyrants. I may not be able to meet you openly on the field of battle, but I assure you, if you, your lackeys, or any of Wily's robots so much as lays a finger on any of my students, I can, and will, make your life a living hell.

[Satsuki's expression twitches upon the reveal. And once Ozpin has finished speaking, she doesn't respond for a full ten seconds, exactly.]

I disagree. He's been punished for his actions, and now he aspires to make a change. It obviously will not happen overnight. I fail to see what the problem is.

That said, I understand what I am doing.

[Satsuki then makes an amused sort of snort.]

You will do what you have always done, Professor. Stir the pot, watch and nothing more.

[Ozpin sees that reaction, and chalks up a victory. Wily knows that there's dirt out there on him. Good. He will keep his focus on Satsuki for now, carefully sitting down his mug of coffee, reaching to where a bowl of sugar sat on his desk and emptying a spoon full into his mug, and slowly stirring before he speaks again.]

How is giving a man who cheated his way into a position of power even more power adequate punishment? There has been no change in his behavior since getting what he wants, nor has he expressed any kind of remorse.

[He stops, setting the spoon he was stirring with to the side, before taking a slow and deliberate sip, again.]

In my world, there's a saying. "Let sleeping Ursa lie." For clarification, Ursa is one of the Creatures of Grimm; violent beasts that will lash out, maim, and kill any human or faunus within sight. I teach my students to kill these beasts without pause, without mercy. This is one Ursa you do not wish to awaken, Kiryuin.

[A brief glance is given to Wily, but of course her focus returns to Ozpin. Satsuki ponders this a moment, then replies.]

That is a good question, Professor, how is one cheating his way into a position of even more power punishment? It obviously isn't which can mean one of two things:

1) Your picture is fabricated.
2) You knew this happened and did nothing.

Which is it? I suggest rather than making threats, you think very carefully about your answer, 'Sleeping Ursa'.

Very perceptive of you. Wily's reaction to my having the evidence against him pretty well rules out the first option, don't you think? Yes. I knew when it happened, and did nothing. I had hoped that this would provide an opportunity for him to do something positive.

Couple that with allegations that I was just a "sore loser" in the wake of the election, and the public reaction to certain stories published by the paper, forced my silence. Now, however, with Wily's armies poised to invade the territories of other guardians, force our youth out of their homes and into his school, and I believe the other guardians would be much more receptive to this, don't you think?

Not necessarily. I would similarly be shocked if you produced an image of me cheating.

As I have stated before, I understand that Wily has made 'controversial' statements in the past. However his aid toward my cause is proof to me that he is willing to change.

Allow me to properly explain the new situation:

You are convinced we are about to go into some sort of war; but I have never placed that card on the table.

On the other hand you are guilty of aiding and abetting.

Now, either you admit it is actually the first response- or you agree to turn yourself in so that you may both be punished.
