[Today the video feed opens up to a view of Nova City from the office of it's Guardian. Who happens to be sitting at his desk with his feet up. After a moment he'll look to the camera and feign surprise before sitting up straight.]

Oh hello there. Citizens of Genessia. In case any of you are new, allow me to introduce myself: I'm the Guardian of the sub-city, Nova City. The one, the only, the brilliant scientist, Dr. Albert W. W-

[However, before Wily can finish, there are two heavy *ka-cha* sounds followed by brilliant lights flashing into the feed.. A clack of high heels follow and Satsuki steps into the feed with her hair blowing in a dramatic fashion.

Perhaps a bit overdramatic, but Satsuki considers it perfect for one as big a deal such as herself. She raises her hilted sword upward, then once she slams it onto ther ground, her narrow gaze intensifies as she bellows: ]

Attention, citizens and denizens alike of Genessia City! Of Attleton! Fayren! and Everglade! Today is a day to rejoice as I, Satsuki Kiryuin, have officially become Deputy Guardian of Nova City as of now! It goes without saying that I support Doctor Albert Wily's aggressive vision of keeping the peace and allowing youth's potential to flourish!

However it has come to my attention that a number of you choose to remain passive, which I feel can only be rectified through education and action! Therefore my first line of duty will be to enforce this education so that you may see and understand the truth your own eyes and minds!

[Wily has climbed up on to his desk and can be seen shaking his fist angirly at Satsuki.]

What are you doing!? I was trying to introduce myself! We rehearsed this!

As of today, I will be in charge of the construction and maintenance of two institutions: The first will be weekly classes that shall assist in getting newcomers up to speed and encourage them to take their new found destiny into their own hands.

The second will be the construction of Wily Academy! This academy will be a mind opening experience for our youth. Being exposed to and sharing differing cultures, ideas, and knowledge will ultimately bring everyone together as one progressive entity! As one we shall create a miracle!

[By this point Wily has given up and slumped back into his chair.]

Kids these days...

For the next several weeks I will be seeking teachers to aid in this cause, and while I am certain I need not say it; student attendance will be mandatory. Those who I must to bring in by force will be punished!

[Satsuki draws in a calm breath, then.]

As construction nears completion, I will be sending out registration forms and will provide details of what resources will be available in this Academy.

I look forward to you all taking part in the elimination of a passive culture and unleashing a strong, bright, and flourishing culture!

[Is she done? It looks like she's done. Wily looks a little bored but he'll sit up straight the moment Satsuki finishes talking.]

Wily Academy is a bold new step that will benefit not only me, but everyone in Genessia. I expect to see a number of slacking dofus' show up ready to learn and become productive members of society once the academy opens up in the near future.

Flaunting a military academy isn't going to do you much good. I'm the heiress of Schnee Company. We're one of the major producers of Dust in Remnant and certainly the best one. Dust can be used as an extremely effective weapon, plus we have dabbled in military-grade robotics. As for education specifically, I'm in training to become a Huntress to defend the world against the monsters of Grimm. I can guarantee that whatever you're planning on educating people here isn't going to be capable of covering anything in those fields unless you get the backing of Professor Ozpin. It's ludicrous to expect that you'd be able to cover proper education for everyones' needs here, particularly in a mandatory setting that lends itself to distractions in the classroom and a lowered educational environment. People who don't want to learn drag everyone who does down.

.. So you are one of Ozpin's students. I must admit, I am surprised any of you have decided to speak to us.

Given the situation, I do not understand how you possess the resources that you speak of but you are correct- I did say I have 'most', and that is why I am requesting denizen teachers.

Even accepting your situation as true, others with ultra-specialized purposes do not possess the resources they need to pursue that career and must resort to a plan B.

Furthermore, very well, you are a Huntress. How do you live off of that career in Genessia? If I would wager a guess, I would say your Professor takes care of you.

[Satsuki frowns. Well. Frowns more.]

But let's suppose you're right. Let's suppose that it is ludicrous. Shall we continue to sit here and watch television instead? Or capture pokemon? Plan the next big pool party, perhaps.

I'm a huntress in training, so I couldn't make a career off of that here to begin with. I have been making my own money, though, which I'm saving to start my own company here.

What do you propose forcing everyone to go to a school without even an establishable base curriculum is going to accomplish? That's why I said, it shouldn't be mandatory. If someone wants to learn, they'll come to you to get out of that situation and accomplish something. If someone wants to sit around and watch television or capture Pokemon all day, then that's their choice and their lack of ambition isn't going to add anything to an educational setting.

I believe it goes without saying that by the time the building is finished there will be one. I cannot form a proper one without the proper data- With a mandatory enrollment, on the other hand, I can obtain that data and get the school running the day the doors open.

Ten students agree and make their proposal and the curriculum is completed. The next day two more arrive and the curriculum must change. The next day one leaves and four more arrive. It would appear your proposal leaves no room to establish a base curriculum.

Finally, ambition can be inspired. Now can you still speak against my stance?

A truly ambitious person is going to be ambitious whether they're forced to go to school or not. Forcing an education curriculum set by whatever your standards are is only going to stifle innovation, not inspire ambition. If you want to be successful, you're going to need both.

Also? If everyone were ambitious on the same level like you're trying to "inspire" people to be through force, there wouldn't be anyone in the lower-end career paths. Since that's never going to happen, your stance is based on faulty logic.

I'm not saying I have all the answers yet, but I can definitely tell which ones are wrong.

[Satsuki can't help but smile a little. Just a little; she hates to admit it, but she's starting to like this girl.]

While I do not agree with all your points, due to Genessia being what it is, I will admit you have succeeded in inspiring some introspection.
