[The communicator is being held way too close to the new arrival's face. First you see the necklace that everyone arrives with - the stone is mostly red - then an unshaven chin, then a cheek with a rather impressive scar running up it and over the man's eye. There may be the glimpse of a black cowboy-style hat before the mouth becomes the screen's focus, taking over the picture as he speaks.]

I got the message and the maps but it's all very unfamiliar. What happened to Sweetwater?

[The device is turned upside down for a moment, causing a blur before dark eyes are staring quizzically at the screen.]

Am I talking to myself? Hello?

[Clearly, he's also unfamiliar with this tech. He only got this far with it due to the easy instructions it came with.]

[ooc: Still near the bay, he can also be run into by action.]

It's not. But as far as prisons go this is rather comfortable, most of the time. I'm not telling you you ought to be happy or grateful but it could be worse.

We don't get to see them, the ones involved in running this place never show themselves.

[ That actually isn't strictly true but it had been shared with him in confidence so... ]

There is nowhere to go, no way to escape. The people brought here are from all over time and space and different realities, escaping the city wouldn't help us in getting home. There is no need for visible jailers.
