In fact, he has gained enough weight since the end of December to only look gaunt instead of dangerously emaciated. Regardless of the softening of his features his eyes are sharp and his expression serious.]

Hello. Some of you know me, some of you do not. My name is Toshinori Yagi, also known by my code name, All Might. It is imperative that i share information with the guardians and their deputies in regard to the recent arrival known only as "All For One". I have included a link to the broadcast he recently made so that you may easily identify him.

I do not trust my encryption abilities well enough to share explicit details across the network, aside from the fact that this man is extremely dangerous and should not be underestimated. I will be meeting with Dante and Satou Kuroneko tonight at Devil May Cry to discuss the specifics of the potential threat. I implore you to join us.

[He still felt like he was going to be sick. He sits by himself, head down, hands folded and worrying his fingers together. Part of him wonders if this was some sort of karmic flip for having his injuries healed... it wouldn't surprise him...]

ALL-FOR-ONE INFORMATION DUMP

[All Might stands before the group with a small notecard of bullet points to make sure he hits everything he needs to. He may technically be healthier than he has been for six years but he is pale and rattled even if he is doing his best to hide it.]

First, thank you all for coming here tonight. I need to emphasize the importance of this and I only hope that the preparations turn out to be unnecessary in the end.

To understand the threat you need to understand the aspect of our world involving meta powers, or "quirks" as we call them. Roughly 80% of the populace now has a power of some kind ranging from simple physical mutations to activated abilities such as Present Mic's voice amplification and Eraserhead's erasure. It has been nearly two centuries* since the advent of quirks and our society has finally stabilized from their appearance, but it is still a precarious balance.

If you were here in November you would have seen and dealt with the attack on Bulla Brief by Tomura Shigaraki and heard his statements in regard to "Heroes". It is important to understand that when they speak of Heroes it is in reference to the occupation that has necessarily arisen due to quirk related crime and the choice to keep quirk usage separated from law enforcement. Pro Heroes in our world are civil servants who have been trained, certified and licensed to use their quirks freely in public to aid in law enforcement and disaster rescue. Their group is known as the League of Villains and while All For One is the leader, Shigaraki has been making the recent decisions. In our world their goal has been to destabilize society by breaking the public's faith in the Pro Hero system. In his opening statements to Genessia as a whole All For One has already begun to sew those seeds of doubt.

All For One's quirk is the power to steal and pass along other quirks. Somewhere along the line he has procured a quirk to stop the aging process and has become functionally immortal. He has been alive for well over a century building power. He appeared shortly after the quirk advent and rose to power by using society's mass confusion to his gain. He built himself up in the underground and effectively held power over Japan for decades from the shadows through his connections and stolen power.

[He pauses momentarily to gather his thoughts and maybe steel himself. This is the hard part. Time to call. Cards on the table.]

If the time comes that he must be actively stopped... I can no longer do it. For all intents and purposes I am now quirkless. My quirk was one originally derived from All For One himself--one of the reasons he is so vehemently targeting me personally. My quirk, "One for All" is a fusion of two quirks--a stockpile quirk and a quirk to pass along other quirks. It was created when All For One attempted to force the stockpiler quirk onto his younger brother in order to bend him to his will. The result was a quirk that has been saving the strength and the power of the users for generations, each user honing it in hopes to become strong enough to finally stop All For One. I was the eighth holder--and I faced All For One six years ago where I thought I had finally killed him. We never recovered his body, but no one thought he could have survived the damage he sustained. But then, no one thought I would survive the damage I sustained either...

I burned through almost everything I had surviving that fight, and once I was healed my body could no longer handle the strength of the quirk anymore. After my body wasted away for five years I made the decision and passed it on to the ninth user. Any embers of One For All that were left in me were used up when I faced All For One for the second time just before my arrival in Genessia. If a fight comes... I will completely useless--and he knows it.

[He just looks tired as he continues. Tired and used up.]

As much as it pains me to do it, I have to turn this over to the rest of you and anyone else who may have the strength to stop him. I believe there is time. All For One is a master tactician and being functionally immortal his plans seem to take years to unfold. If we are lucky the powers that be may not even keep him here long enough for any plans to be put in motion--but it is his ability to steal quirks that is most concerning--and more importantly how that may translate across worlds. The array of power in this place is staggering and to be blunt the possibility of him stealing that power from other worlds is terrifying.

[He stops, lowering his eyes for a moment before taking a breath and letting out a heavy sigh.]

That... is the meat of what I needed to say. If there are questions I will answer them to the best of my ability.

[Bulla listens quietly. This is frightening stuff, but her world has had its own share of terrifying villains. Some capable of destroying planets.]

Well, first of all...just because you can't fight him on the front lines anymore doesn't make you useless. You know more about him than anyone else here, and you can help train all of us to fight him, if it comes to that.

[And she's pretty sure it will come to that.]

Second, how much force did it take to almost kill him?

[Satou also listens attentively. Mentally, she's making note of what this means not just for Genessia, but for those from this world of "quirks." One of their scariest threats is here, so she understands that they must be nervous.

Shortly after he finishes, Satou raises her hand with a question.]

Elaborate on how his quirk stealing works, please.

Okay, I only have one real question here. At his absolute strongest, using everything he's got currently, what's your best guess as to how hard he can hit?

I have before dealt with those who claim to be right and superior and they are often the most corrupt and destructive.

Why should any of us believe your words over his?

I will say to you what I said to him about yourself: if anyone causes trouble here, they will be dealt with. I will have my eyes on both of you.

[He vividly remembers watching that broadcast, and is sincerely interested in the explanation of how All Might's quirk worked when he still had it. He's even more interested in knowing how All for One's works.]

I don't plan on fighting All For One unless I have to...but if I was forced into a confrontation with him and managed to copy him, I have to wonder if I could take away some of the quirks he's stolen from others and give them to other people.

[He's got absolutely zero interest in dealing with All For One unless he's forced to, but it's something worth considering. All Might's quirk is something he wouldn't have been able to copy effectively. He can't copy the stored energy that makes accumulation quirks as strong as they tend to be. If All For One's ability is stealing quirks themselves, it's not stored energy.]

I would also be able to gain more insight into how his quirk works.

[Azura listens carefully, skeptical at first, but perhaps it's the level of attention she's paying to body language and reading between the lines that she's slowly becoming more receptive as the night goes on. Eventually, she'll stand and speak, likely accompanied by her single deputy of the time.]

After carefully considering what you've said, and how you've said it... It's hard to deny that you certainly seem sincere. I hope you understand my caution, since I do have Fayren's interests to keep in mind, but should events occur in Fayren, you have my support.

[she hears dissent in others, but she trusts her instincts. Or perhaps it's the body language she's reading from All Might and his friends. The efforts and words seem genuine, if guarded, and she can't set aside the concern these people have for the whole of genessia. They could very well have decided to keep this to themselves.

And yet, they are trying to share information to benefit all.]

Yeah, I've got one. When you say he steals quirks, do you mean that if he steals them, the person he stole them from no longer has them? Or is it more like he gets a copy of them?

[She's glad that they've at least talked about this, and she recognizes how difficult it was for All Might to bring up. She respects that he was able to push past his discomfort for the sake of discussing a potential threat to the city.

But she's still worried about him personally.]

Hey hey hey how about we get some fresh air, All Might? [he's not even going to talk about all the bombs that have been dropped tonight. Not right now. Only if All Might wants to. Right now though he's being a sneaky babysitter, keeping an eye on the likely not thinking clearly former pro hero.]

[After the meeting properly, Satou will try to get in touch with the other Guardians for a fairly predictable discussion. It's been brought up in passing, but it needs to be properly address.]

I think that we need to discuss how to keep this situation from boiling over. It's obvious that this is a big deal in their home world, but we cannot allow it to become a disaster here as well.

All For One mentioned that All Might made him feel unsafe, and this private meeting would only fuel his case. I also think that it's time we address the issue of his "son" being on the run.

[Uai has been here, watching and listening by a door. He knows well to keep his mouth shut, given that he's only there to be with Azura. It isn't as if he's here in any official capacity, so he is keeping to himself. Concerns and all.

When the meeting concludes, Uai will quickly move outside and guard the door. Not guarding against anything in particular: Just trying to get out of the way.]

( He's not coming to the meeting. Personally, Kiritsugu doesn't see the need. Sure, if Gale calls upon him, he'll be more helpful than not, but at present? He's not so convinced they've reached the end times just yet. )

Villainous types come day in and day out. He might wreak havoc for a day or two, but what's to say that when he finds out his brand of evil isn't sustainable in this world that he wouldn't want to pack up his toys and go home-- so to speak?

( Personally, Kiritsugu might be just a wee bit miffed Toshinori is making such a big kerfuffle about this. )

For All Might

[Perhaps after the speech and things devolve into discussion and questions, shes going to find herself standing off from most of it, golden eyes watching while her ears remain open to listening to the conversations she can hear. Some make her close her eyes in irritation but her expression remains carefully neutral, at least until she spots the man who had been talking before.

Naginata in hand, she steps over quietly, and then seats herself next to him without a word.]

I find that sometimes, when things seem to be at their worst, that's when light shines the brightest. [she pauses, letting her weapon lean against the nearby wall as she folds her hands into her lap.] Where I come from, my world is in the middle of a three sided war, one of which is unknown to the two kingdoms currently at odds with each other.

But even as everything started to fall apart, two families splintered, one person was able to carve a path and create peace again. In a place like this, I find that there are many people with stories like mine, and a lot of them are the person I'm talking to you about. You are not alone, and as long as we can work together, I can say that we will all do our best to prevent disaster.

You should not try to wear it all on your shoulders, you've done what you could and helped how you can. [she looks at him now, her solemn face shifting into a very subtle, kind smile.] My name is Azura. I am, at least, with you and your friends.

[Allen had his own reasons for not going to the meeting, mostly because for one the Guardian was going to that meeting and second of all Bulla would probably be going to, so he felt like someone had to stay behind.]

Ah, I spoke to that guy. I know he hasn't done anything yet, so I will just keep an eye out. [There seemed something... odd about him he knew that, but Allen also knew that as of yet he hadn't done anything, so he knew all he would do was just be on guard in case anything were to happen. However, he found himself pausing at the second attachment.

Okay, now he needs to ask about that.]

Can I ask about the second attachment? I assume you attached it for a reason?

GENESSIA DEPUTY/GUARDIAN PRE-GAME HUDDLE

[It's been preying on Satou's mind since she heard who All For One was: Tomura's teacher. An ally to the person who dropped a building on Bulla.

Obviously, that's someone that Satou has many personal reasons to hate. Bulla isn't just her Deputy, but her friend. She knows that the other Deputies probably feel the same way.]

We need to discuss our stance on Tomura Shiragaki, and what he did to Bulla. [Team Huddle, GO.]

[ Remilia isn't too worried that they'd be able to beat Shiragaki... or his boss, for that matter. ]

So, does anyone have an idea where he is hiding?

[Bulla's glad for Satou's support, both as a boss and as a friend. She's pushed herself and trained to try to work through her fears, and now that Shigaraki's dangerous mentor is here, she's glad she's been pushing herself so hard.]

Shigaraki is guilty of assault, multiple counts of attempted murder, destruction to property, terrorism, and possibly actual murder here too, considering that the owner of the vehicle that him and his accomplice brought me to the warehouse in is missing without a trace.

[She outlines it all reasonably logically, because they have to avoid bias as much as they can. Not an easy task.]

The post is still there on the network...so that's indisputable proof that he's guilty of several of the crimes I listed.

[And no one had shown him any noticeable support, thankfully.]

I want us to arrest him and make sure he's put through the legal system as fairly as possible. He hates order and heroes, so let's take him down like proper law enforcement.

I don't feel like there's much of a debate as to our stance. I don't think anyone is against bringing him in. Question is, how do we keep him locked up. From what Aizawa says, anything he touches crumbles to ash. Attleton's not really able to hold him.

Perhaps it is just me, but I am surprised that he has yet to face any repercussions yet. What is the reason? Has no one been able to find him and apprehend him so that he can face his crimes?
