[He's not ready - but then probably won't ever be ready. As The Tardis is fully materialized and heard Jack's remark over his comm device or The Tardis let Ten know. That explains when Jack is - of course, someone has a soft spot for you. Someone just uses Jack's being a 'fixed point' as an excuse and should have taken Jack along with him after that event Harkness just mentioned; but no - someone lied to themselves that they didn't need anyone. But going back to someone loves you; Jack - that's why - what hasn't happened for Jack - that Jack was left with the 'hook up' in the bar because of Ten. As someone was dying.

As the Tardis door open for Jack - Ten only stands at the console for a moment - that is before running to meet Jack the rest of the way and into a big hug but there's also pain along with the sheer amount of joy but as The Doctor continues to hug Jack - it's probably best for Jack this way; even if someone is somewhat reminded of what happened to Donna.
