[Hawks appears on the screen with a winning smile, and a relaxed stance. He's been hiding out for a while, laying low and observing the cities, trying to find his way here before making a move of any kind. And now that he's got a little more confidence behind him, it's finally time to make his big debut.]
Hey. It's your resident flying hero Hawks checking in, making sure that everyone knows I'm here and available. Very available. It's a hero's job to keep an eye out for both the big issues, and the mundane daily stuff. Both are important, so I'll be making my rounds regardless of how relaxed it is here. And boy, is it relaxed! This is practically a vacation.
[A startled cry can be heard offscreen, and Hawks tilts the phone so his actions can be seen. While he doesn't actually move from the spot, a large feather pulls from his wing and shoots towards a child who's falling out of a tree. Is it a potentially fatal fall? No. Something that could have left life altering injuries? Not likely. Is it something that could have hurt? Yes. So he uses the feather to stop the fall, supporting the kid until she reaches the ground safely.
She seems a little star struck. Hawks waves at the child, and then puts the focus right back on himself.] See, I'm not too bad to have around. Hit me up if you're in need of a little in the way of heroics. Or you just want to grab something to eat. I'm starving.

I got a heads up from one of the Guardians that there are some people here that could really disturb that quiet. This is serious shit. How are we supposed to handle All For One on the loose?

I would have thought Remilia would have more sense than to leave that unfiltered... I had intended to give you a briefing on that in person. I don't entirely trust my encryption skills considering I can't even figure out how to change the ringtone on my phone back home.
He made a spectacle of himself when he first arrived, but has been quiet ever since, gone completely underground the same a Tomura Shiguraki. I warned the Guardians of the potential problems he could cause... but until he makes some sort of move our hands are tied.
I am positive he is planning something, but All For One is a master tactician... he could spend months or years setting up the pieces before fully setting anything in motion. With any luck the powers that be will not afford his presence here long enough for that to happen, especially as he doesn't have an existing power network here as he did in our world.
And if he does make a move... there are many people here who will hopefully be strong enough to stop him head to head if it comes down to it... [A small note of bitterness may find its way into his voice.] My body has been healed, but I'm still essentially quirkless now.

So it's a waiting game. Dammit. [He had so much at stake back home, and here there's just as much risk but without the set plan.] We're not going to let him do what he pleases when he finally makes his move. But even without your quirk, we need your experience. Your information. Because I'll be real with you here, I don't know how many people it would take to really topple him.

We've lost some of our allies in the last couple of months including our first choice for a head to head fight... but a number of the Saiyans are still here. They're the next best chance where brute strength and energy attacks are concerned--Bulla Brief is one of them, you've already spoken to her here. [God All Might, stalkerish much?] There's not way to know for sure how All For One's quirk may work against people from other worlds, especially since we don't actually know how it works for sure. Our best guess is based off of whether Eraserhead's quirk works on someone's abilities. It's one of the reasons Guardian Remilia is skittish about All For One, she was blindsided by being erased when I gave my briefing.

So we still have some allies, these Saiyans are our best bet? [Bulla didn't look like much, but Hawks knows better than to judge someone by their size.] I feel like I'm stumbling in the dark with this. But it's not like we're without resources, so we'll play it by ear and keep an eye on things. [Good to know about the quirks and how they might work here. This is confusing, but he keeps gathering information.]

I'm sure the support will come if he makes a move--but the problem there will be the lack of preparation. My best guess is that All For One is working at building up an ally network in the shadows. That where it started before. How much do you actually know, Hawks?
[Obviously he's from post-Kamino but that doesn't' necessarily mean much with how tight lipped the Police were with all of it.]
[He shakes his head.]
Actually, no. Where are you now? I'd much prefer to continue this conversation in person rather than over the network.

[Time for an unwanted and very serious conversation. It's important to be on the same page, but it's not fun to deal with.] You want to grab something to eat? That's how I usually deal with less than charming talks.

There's a place called Hangar Queen, the food is good and this time of day we should have relative privacy... here let me... [And now watch as a tech!fail old man tries to figure out how to send a text message while doing a video chat at the same time... He has to concentrate way too hard to do this... and a second later DING] There we go... That's the address, there should be a GPS function on your phone. I'll meet you there.

Hanger Queen it is. [Aww, good job old dude. He's proud of you! Next thing you know, you'll be posting memes and making jokes with the yung'uns.] Thanks. I'll head there now.

It sounds like I'm not the only one giving a briefing then...
[Had Aizawa not told him about this? Well. He also didn't ask. Or Hawks could be further ahead than both of them. Of course there's also that part where telling someone about the future in Genessia does no good or likely only harms (like Sir Nighteye, which thankfully has never come up).]
[And yes, even quirkless All Might is still a good ally to have. He was a tank before he got his quirk, and he's well on his way to being a tank again.]

Right. I should be there in about fifteen minutes.

[Hawks doesn't bother replying again. He instead focuses on making his way to the Hanger Queen, and getting them a table that's as private as possible. This would be far easier if he still had the funding from back home, private rooms were never an issue. But there's only so many red bills that he has, and he's for lack of a better word, unemployed. And this leaves him feeling entirely frustrated. He had such an important job to do back home, he was in the middle of so much, and now he's here. And he doesn't know what to do.
Dammit. At least there's some good options on the menu.]

Hell of a welcome to Genessia I suppose. It's good to actually meet you, Hawks.
[Barely brushing shoulders at hero events didn't really count--especially as All Might had attended fewer and fewer the more his time limit dwindled, sending his "secretary" instead.]
And order whatever you want, it's on me. No need to use any of your stipend on this.
[Action]
[Hawks actually raises an eyebrow in surprise at the offer to have his meal paid for. It's a gesture that actually does come across as sincere.
All Might is nothing like Hawks assumed he was.]
You sure? I guess I'm not quite as profitable here as I was back home. Is a civilian day job in my future? [Perish the thought.]
[Action]
[Yes. You heard him right. He works at the library. Humble homely dad is humble and homely.]
[Action]
You serious? [No, this isn't cool.] I don't think I'm cut out for the basic work kinda life.
[His stomach turns at the prospective of going from pro-hero to office worker. Or something equally mundane. And his mission back home, how will they manage without him? And worse, here? Is he supposed to continue things in some sense?
He looks away for a moment, and sighs.] What sounds good to you? I'm thinking the chicken sandwich. Can't go wrong with fried bird, right?
[Action]
[He grins at the fried bird comment.]
I can't argue with that! The burgers here are good too.
[Soon their waitress comes for their orders. He goes with a classic hamburger and fries with tea despite the fact that they didn't really go together. The man likes his tea okok.]
[He waits until she's walked away before broaching the serious topic again.]
So. [He leans back against the booth, lightly drumming his fingers on his knee in a small nervous tick.] How much do you know about All For One?

[Hawks and bird jokes go hand in hand, and he smiles a little more softly at the way that All Might grins. It's still wild to him that he's talking to the man this way. But without the Hero Public Safety Commission available and without his main contact to the League of Villains there, he's without a place to really go and he doesn't know who to even talk to.
For now, All Might is the best he's got as far as an authority figure, and even he's a retiree without quirk.
Dammit.] Most of my knowledge about the guy is less than I want as far as someone that dangerous goes. Mainly what's available through general information and the safety commission. [Hawks leans back into his chair, and he's even more stressed now. He doesn't like any of this, doesn't like holding secrets, and he's not sure what he's even supposed to do here.
Can any of them call themselves heroes now?]

All For One's quirk is the ability to move quirks, either into himself or to and from other people. We don't know the exact mechanics of it or how many quirks he can house in himself at one time. At least one that he holds stops the aging process because he is well over a century old, from the early years of chaos after the Quirk Advent... It's part of how he is so powerful back home--he has been building his networks and underground empire over all that time.
[He considers stopping. His former quirk wasn't really necessary to know... but no. He would finish. Best to have everyone on the same page.]
As for my connection to All For One... it is admittedly much more than just the fact that I fought him at Kamino... [He flexes his folded fingers.] My quirk... was essentially created by All For One. Back at the beginning when he was first building power, he had a quirkless brother whom he tried to bend to his will by forcing a stockpiling quirk onto him--but as it turned out... the younger brother wasn't quirkless at all. He had half of All For One's quirk--the ability to pass a quirk on to another person.
[He steeples his index fingers and thumbs as he speaks, pointing at Hawks.]
The quirks combined into a single quirk: One for All. The younger brother was not strong enough to stop All For One, but he hoped that future generations would be... and the quirk has been passed on through the generations, stockpiling the power of each user. I was the eighth holder of One For All. We thought All For One had finally been defeated six years ago where we had nearly killed each other--that's... when I was injured so badly. It wasn't Kamino... [He grins sheepishly] It's the reason my attendance to everything became so abysmal in the last six years. I'm pretty sure people assumed I'd gotten a big head and didn't think I needed to attend, but the reality was I just couldn't let the truth of that body get out. I could use my quirk to force myself into my muscle form, but I could only hold it for about three hours. Bureaucratic bullshit wasn't the place to use what little power I had... [He chuckles at a thought] Truth is, you may have even seen me there at some point. I masqueraded as my own secretary for years--"just tell Mr. Yagi, he has a direct line to all of All Might's personal affairs." I'm pretty sure half of the staff in Might Tower had heart attacks after Kamino when they realized who they'd been yelling at all those years...
But... [he sighs, straightening up] that's where we are. I've passed One For All on to the ninth user. Kamino just used up the remnants of what was still inside me. That's why I'm quirkless... again.
[Action]
[It's a lot to take in, honestly. He knew that All For One was a legitimate and frightening threat, but this takes it to an entirely different level and Hawks doesn't quite know what to do with a foe of this age and cunning. He knows that he himself is a powerful hero, but he's only one man. And goodness knows what All For One has added to his repertoire since arriving in Genessia.] So he's even more of a threat than we thought.
[The details about One For All as a quirk is also interesting. This really does put a different perspective on things.] Okay. So what happens now? If he attacks, if he makes a move, how do we act? And further, what are we supposed to do without the Hero Public Safety Commission? I have a little job from them back home, nothing too big of a deal. [It is.] So what do you think I should do while I'm here? Should I continue in the spirit of it? Or let it go until I go back home?
