WHO: all Evil League of EvilJustice League members
WHAT: the League's first in-person meeting,
WHEN: November 1, just as the Halloween madness is quieting down.
WHERE: the Hall ofDoomJustice in Nova City, hidden underground beneath some of Lexcorp's many recent construction projects.
[Less than a day after the chaos of Halloween, the members of the Evil League of Evil receive a private text containing a time and location--a different entrance for each member, each hidden in or near a different Lexcorp building.
The means of ingress vary: a freight elevator that will go to a secret lower level with the correct combination of buttons, a long lightly-sloped tunnel with a hidden entrance and moving walkways, an elevator hidden behind an innocuous section of wall, even an underwater entrance accessed by a small submersible. What is the same for each is that they are all greeted by security personnel--not officially Lexcorp employees--who guide them to the secret entrances and into the Hall ofdoomJustice.
Luthor is sure to greet each arrival personally, accompanied by his cyborg bodyguard/assistant courtesy of the Metropolis sub-archway.
They've all spoken to Lex. Now it's time to meet each other and put this arrangement to the test.]

Indeed, the Hall has been under construction since mere days after my arrival. Subsidizing construction with extradimensional funding and labor has, of course, sped the effort considerably. [Luthor isn't overly concerned about siphoning resources from the Lexcorp on the other side of the Metropolis sub-archway. All evidence points strongly toward it being a simulation rather than a portal to the real thing.]

He's already passed along the invite to Cinder, who was vague as usual about whether she'd actually show up or not - for now he sauntered in, hands in his pockets as he whistled quietly upon approaching Lex. ]

[ It's also clearly something to keep in the back of his mind at all times - Lex has resources for days. As an ally that makes him invaluable. If the day comes that they have to cross each other as enemies, it makes him trouble. A lot of money's worth of trouble.
And in this line of business, betrayal was usually an endgame somewhere along the lines. ]

"I'm sure you can guess from the secrecy of the facility that anything like publicly revealing League members' identities, or for now its very existence, won't go over well. Naturally, many of our operations will be covert in nature--cloak and dagger, as you put it. But then I'm sure you'll find some of the benefits more to your taste." Lex gestured in the direction of Mercury and his rather blunt sign.
"I myself have certain products that may interest you," Weapons. He is talking about arms-dealing to Shadaloo. "Provided of course the transaction isn't easily traced."

I'm sure everyone here has seen the recent news, correct? This... "John Everyman" throwing accusations at the various guardians and their allies, accusing them of corruption and rather... colorful crimes, yes?
Some time ago, I approached him and offered him asylum in my tower, on the condition he not stop his little game.
[He reaches into a pocket and produces a note, tossing it to the table for anyone to snatch up and examine.]
It seems he's run out of ideas and has asked me for suggestions. I think this could be an excellent opportunity for us, given his penchant for making his more explosive farces seem to hold more truth than they really do.

Might be able to lend a hand, actually. There are a lot of folks from the world I'm from around here - might've done a little research on some of 'em. I can't make any promises until I talk it over with my boss, but maybe we can feed him some stories laced with actual truth.
But the question is... [ He tosses the note back onto the table, flipping a hand in the air boredly. ] Why? I don't mind doing it just for the sake of being a pain, personally, but I'm sure we didn't get this group going for the sake of spreading juicy gossip.

What he schemes, in evilese [i.e. Scheme dump]
"You've all been good enough to suffer my intrusion; please be patient and suffer my plea. I am desperate, and I fear the powers that be will need a force as able as yourselves to overcome it. With that in mind, and taking what you've said into consideration, I have a plan."
He spread out five folders, each containing lots of information on the Guardians. Travel routes, apparent schedules, public appearances, etc.
"These are the forces I've sought to expose since I made my debut. I underestimated then; their reputations are so iron-clad that the very bombastic nature of their corruption has provided their own cover. I have spent a very, very long time gathering information on their activities, and if you all wish to see justice done as much as I do, you will have to learn how to move, act, and think as they do.
You spoke truly, Luthor, when you spoke of the advantages of the press. Therein lies the rub; I am not the press. When I first tried to bring the injustice of the world to light, I was heckled as a third-rate tabloid artist. And why not? I was the editorial equivalent of a street preacher, shouting down passers by of the apocalypse. There is one group, however, who have the unwavering trust of the whole populace in their grasp. You all know of whom I speak:
The Genessia Tribune. They have authority enough to set bounties; that is, to offer payment and mark men out for criminals. A noble, bloody service. That kind of trust is not easily gained.
So I wondered, why did they not report the same information I did? Why did they refer to my reporting as if it were anything less than the terrible, horrifying truth that it was? The answer, I'm sad to say, became quite clear: it is because they're complicit. They, like most decadent media, are in lockstep with their rulers and masters.
As a journalist free of corruption, this troubles me. No wonder the people did not believe me, when the Tribune did its best to hide the corruption from their eyes. So long as that office stands, truth will fall. If we hope to wrest Genessia away from corruption, we will have to overcome them."
He brings out a sixth folder of the Tribune's schematics, and other documents.
"Sure, many of their staff are the simpering, clerical sort. Most probably have no idea of what goes on behind closed doors. Still, ignorance of corruption is no excuse for its wholesale support. For the good of all, they must be stopped.
Of course, I would not wish anything like their total demise. I want merely for them to discontinue their campaign of lies; it would horrify me as much as anyone to see them at the end of the rope, or heads on a pike. We must endeavor to prove that we are enlightened revolutionaries, not easily given to violent passion.
Just imagine what good could be accomplished if honest, good reporters like myself had control of something like the Tribune. Why, we might use the bounty system to put the real villains behind bars. Doubtlessly, the Guardians are even now committing more vile deeds, and I fear my own zealotry has driven them to new levels of subterfuge.
Their villainous acts cannot be permitted. If such a bounty system were to come up, who better to bring them in then the moral men and women I see before me? Alas, without the Tribune, the public would stand against you, so thorough is their hoodwinking.
Alas, perhaps this is all the pipe dream of a down-and-out journalist, thirsty for truth and justice. For now, I merely wish for my own protection. Once I stirred the wasp's nest, an assassin was sent out to get rid of my troublesome self. I know I've asked so much of you all merely in listening to me, but I would ask your protection as well. The powers that be are ruthless, and will stop at nothing to see me put down.
I beg of you, you are the last ones I can turn to to save Genessia in its hour of need. If nothing else, save myself."

Phase 1
So, the Guardians. Everyone hates 'em, everyone wants to be one of them. Yes, even you. I can make that happen. Sort of. See, I can make you look and sound like them, but not act like them. That's on you, so do your homework. Most of them are girls, except Vyers of course, so ladies first. After that, the fellas better be cool with playing dress up.
So, pick a role, then get out there and cause some havoc with the rumors that have been built up around them.
Phase 2
The Tribune's the most trusted rag in Genessia, so much so that they can basically say "kill this guy and get paid", and PEOPLE WILL DO IT. Are you thinking what I'm thinking?
Let's bag the place. No, don't go running in guns blazing. We need to keep the violence to a minimum for this operation. Just replace the higher ups, especially the editors and writers. Kidnap them, gag them and throw them in a warehouse somewhere. Just get 'em out of the way.
So, if you got any stealthy types who know how to use their inside voice, control of some prime real estate would be peachy. As always, I can help you out if you don't know how to be silent and invisible.
Phase 3
One we have the Tribune to ourselves, the next thing will be to write the paper. Any writers in the group? I'll be kinda busy, but if I have to, I might squeeze out an article or two.
The important thing will be, of course, to smear the Guardians. That and put out bounties for them. Not all of them, obviously. Better to mix lies with truth. Maybe half real, half not? When you sack the place, be sure to check their criminal records so we can put up one or two real bounties. The rest, of course will be the most heinous criminals of all: The Guardians.
I know what you're thinking: "Won't it look weird if we beat them up when they haven't done anything wrong?" And to that I say: go back to phase 1. Of course they're doing stuff wrong; You'll make them. We gotta make this stuff as plausible as possible.
Naturally, you guys will get advance warning of these bounties before anyone else. Even if you can't bring them in, at least you'll get some experience with their powers. Better to know what you're up against, right? And hey, if you actually manage to rope one in, think of how good that will look. What better person to be the next guardian than the guy who took down the last one?
If you're undercover or worried about your identity, don't be. If you want, I can obscure your identity throughout this whole thing. The PR won't be as effective if it goes to a fake, so choose carefully.
That's pretty much it! Once we run the news for a while, things ought to be smooth sailing for any other hijinks.
PHASE EVERYTHING
The most important thing, of course, is to make sure I don't get touched. Someone's on to me, and he's more persistent than most. I'm not talking about the Guardans, either. He's like a ninja: he can be anywhere, at any time. Your keep-away game better be air-tight, cause if I go down, so does your cover, and none of us want that.
