Yes. He believed that if you are to kill something that cannot die, the way to do that was to erase them from existence entirely. To make them simply disappear. It is an interesting idea, to be sure, but a simplified way of looking at such a complicated matter.

Kefka is a madman. In the context of our world, he would have threatened everything and everyone in it. The one thing that could have ever united a Dark Guild with the Magic Council, in my opinion, would have been a common enemy.

Acnologia, for instance. Kefka is, perhaps, a threat that rivals even him.
