So, this is what it has come to.

{ Zeref isn't in the Tartaros headquarters. He actually appears to be in downtown Everglade, staring at the sky. The Genessia Tribune is still in his hand, rolled up. }

I didn't want to believe it, but we no longer have a choice. { He sighs, and his muscles suddenly tense. } It's been four hundred years for me, but I am not going to sit idly by while history repeats itself.

{ Black energy began swirling around Zeref, and some ivy hanging on a nearby building conspicuously rots, and dies, the leaves falling the ground behind him. The feed then abruptly ends. }

I trust you've read the Tribune? { Zeref sighs, and turns to face the camera directly. His eyes are bright red, with dark circles surrounding his pupils. } The dragons are becoming a nuisance, as is Kefka's new 'cult.' It's time we dealt with them.

You are Everglade's guardian, correct? I'm speaking on behalf of the local mage guild, Tartaros. { Said without the slightest ounce of irony. Since there's no Magic Council here to designate Tartaros a dark guild, technically, there's no such thing as a dark guild as far as Genessia was concerned. } They will be assisting against the dragons, and the cult.

[ Well, that at least leaves interesting potential in Emerald's point of view. Oh well. Time to offer an olive branch after the borderline interrogation. ]

Most of us wouldn't know what to do in a situation like that. I'm sorry for asking all of these questions, I've never met someone in that situation before. [ She scratches her head, smiling a little. ] I guess curiosity got the best of me. Good luck with whatever it is you're doing.

It is understandable. Even in my world, there are a lot of rumors, myths, speculation, and legends about me, and very few of them are accurate. What is true, however, is that many people have died because of me, either because of my actions, or those of people who do so in my name.

Obviously, if you went and killed a bunch of people. I can't imagine anyone from your world would want you around much unless you killed someone they didn't like.

The Magic Council forbids killing, even killing Dark Guild members. They've even outlawed executions. However, they've been known to turn a blind eye to vigilantes, so long as they can deny involvement.

They are corrupt.

[ Most of the people with all the power over everyone else are. Not a good idea for Emerald to say that though. ]

It's too bad that they're corrupt.
