I run the Netherworld. People from every dimension and reality come through there, this place isn't any different. Just wish one of my vassals would get off their lazy butts and call the Dark Assembly into session so I can get back to my castle...

Unless you know of a way to contact people across dimensions without the Dark Assembly's approval, there's no way of contacting them. So I have to wait for them to figure it out on their own.
