They don't care. Roman Torchwick is safe in Nova City, but he still murdered someone when he was here before. [Among other crimes.] Reiner Braun murdered one of our employees, Armin Arlert, a few months ago. They can still run, but the best way to make sure they don't win is to tell everyone what they did.

I don't believe so. I've known three Guardians since I've been here, and none of them have been dictators at all.

I think I know what prompted you to ask this question. There was a time when someone tried to overthrow Attleton's Guardian. We took care of him, and he hasn't been heard from since. We'll do the same to anyone else who tries to overthrow a Guardian. You have my word on that.

However, I haven't encountered the situation when a fairly elected Guardian has turned out to be a ruthless dictator. I would imagine they would lose their position of they did.

Sometimes, but it isn't like the job is overlord of the area. Someone who's a murderer might be great at the job since they know how to take out problems, whereas most people who claim they're "good people" are worse in a lot of ways.

The people who claim to be good people are really good at justifying and rationalizing their actions. It's not murder if the other guy hit first, if it's to help someone then the ends justify the means, if they happen to get the wrong person in pursuit of justice they think it's fine because they apologized no matter what affect they had on that person's life. They'll ignore people who are suffering if it doesn't benefit them, then act like it matters that they didn't know when the truth is that their eyes and ears were closed. If it's not a problem they know how to fix with a sword, most of them don't know how to fix it so they sweep it under the rug as someone else's problem. Except that no one ever claims responsibility. If there's a risk that more people might get hurt even if it's the right thing to do, it's okay to not save someone because the needs of the many are greater than the needs of the few.

There are a load of things that "good people" do and never think about the people affected by it.

As far as I am aware they haven't. You've got some...oddities like the creepy dolls in Fayren, but they said they are a good thing.
