Always there is a constant stream of new arrivals. If you are thinking of causing any trouble - don't.

That is a warning especially for those who venture into Nova City. If you cause trouble there, you will be dealt with swiftly and you won't cause trouble ever again.

[After that menacing and overly threatening message, he adds a curt side note.]

Cassian Andor, K-2SO - report to me immediately.

...Somehow I doubt that the...good...people...will need intimidation to keep them in line. And those who truly wish to start trouble likely won't be intimidated by your statement. They'll cause trouble regardless.

I was speaking with Weiss about Guardianship...partially because I would like to attempt a Guardianship in Fayren. As I understand it, a Guardian is supposed to make people feel safe, not intimidated. So that's something I will have to work on between now and this coming election...

And a..."Deputy"...represents the Guardian, does it not? So how people see you will affect how they see the Guardian. That goes for any kind of leader, really. You said you have led armies, right?

It's not a slight upon the Guardians. I'm just saying it would make the citizens see the Guardians in a negative light. Most new arrivals are already on edge about being brought to another world that they know nothing about. They don't need to hear a threat first thing upon arrival.

I've said nothing about being a welcoming committee. I'm just saying try to be a Deputy who's here to protect rather than threaten.

[He then shrugs. It feels like he's talking to a wall at this point.]

Of course, it's only a suggestion. I'm not your leader.
