Hello, everyone, The Doctor here.
[ The Tenth Doctor is now on screen next to his older self and giving a cheeky smile]
Hullo, also The Doctor.
[The older (even if he doesn’t quite look it) Doctor nods with a smile and a tilt of his head toward the other.]
Anyways, me and chinny here -
[The younger-looking Doctor rolls his eyes.]

[Ten puffs his cheeks in a held in laugh because *really* self]
Me and Chinny here have put together a place for the residents who find this weather a bit unbearable a place to stay.
[The Eleventh Doctor shakes his head and renews his smile for the camera.]
Yes, simple enough, heat exchanger looped through the Alpine Room in my TARDIS, keeps a few rooms at Torchwood very pleasant for anyone who’s not cut out for this sort of heat. Because that’s what we do.
[He pauses just a second to adjust his bow tie proudly.]
Make it cool.
[Ten eyes Eleven and then off screen towards Rose - they’re not charging for this right? Right? He doesn’t know what she wants and back at the camera.]
Come on over and make yourselves comfortable.
And don’t hesitate to give us a ring if you can’t get here safely on your own, we’ll work something out.

One of the neighbors in my building, a girl named Anastasia, she does not do well with heat at all. It seems to be regulated right now via a circlet she wears that's magical in nature, but I plan to check on her. IF, and it is an if, she seems alright, I wouldn't mind if we could figure out an alternative to her circlet too--just in case something happens to it. It was hard to come by, I'm told.

[He might already be thinking about how to provide personalized environmental control, but that's a bit fancy to throw together on the fly, especially to make it reliable enough for an non-expert end-user and able to last indefinitely. If it was just for himself to jump out a spaceship or something, he could wing it, but someone else's long-term safety is another story.]

With a loud sigh and a roll of her eyes, because no one expects 55 house guests at all, River is done with walking and despite what the vortex manipulator would do to her hair (especially given the weather outside and all of that) she just decides to use it to end up in front of Torchwood tower. She knows where it is of course, even if she's not particularly glad to be walking into it.
Moving through the cold rooms, River stops if anyone stops to talk to her, but mostly? She's heading towards her rooms in the TARDIS because she wants a cold bath and a large drink.]

A closet in which she finds the Doctor checking over the heat-exchanger piping he's got running in through the closet door and plugged into a port he's added below the telephone on the front door of the TARDIS. With the door open, she can see the piping continues on inside, across the console room, and off down one of the hallways.
He pops upright when she opens the closet door, surprised briefly before he breaks into a grin. ...while also distracted for a moment by her hair.]
