[This place was boring. Making a living was easy enough. Just find a padlock that looked old, rip it off and take something small within. In and out, no muss, no heroes, nothing. But these guardians still held society up, and he couldn't help but be annoyed. So, he began doing what he normally did when he was allowed some free-time: he hit up the arcades.]
[He'd be going from arcade to arcade, taking whatever high scores he could, and generally making a fool out of anyone that challenged him. He wasn't abnormally good, but he was very good at adapting to each game's quirks and finding the best way to win. Sure there would always be someone that could topple him eventually, but that was part of the fun. However, even as he tried to blend in, those that knew what to look for would notice he always had an odd way of holding joysticks or peripherals like light guns. He was always exceptionally careful to not let all his fingertips touch something at once...]

He's sick to his stomach with fear, and before he knows it--before he can even think--his hand has somehow moved from his side to the wall of the arcade game and there's a loud boom, and screaming as the machine blows up in an explosion. It's amazing he was able to control it.]

Fuck. Bakugou stands still in shock, the panicked voices of the other gamers deafening.
"What the hell is wrong with you?!"
"I'm calling the cops."
"Who is this monster?!"
And then...normally, he's good at tuning them out, but then some well-meaning girl about his age starts to approach Shigaraki.
"Are you okay? Are you hurt?"
And she's reaching out for him and Bakugou forces himself to move, the words that had died in his throat rekindled as he screams, voice cracking.]
GET THE FUCK AWAY FROM HIM!
[He shoves her rather violently to the side before she can make contact, his palm crackling and accidentally burning her shoulder. She screams. He's reached up for Shigaraki's collar to try and pull him down to his height, hissing.]
I'll kill you, I'll fucking kill you and murder you for what you did you bastard, you're going to die, fucking die, die, die...

Welcome to the league, Katsuki Bakugou.
[He took a swing with an open palm directed at Bakugou's face, raising his voice once more.]

And just like that, his whole world stops. His surroundings fade and he just centers in on the face before him, those dead, delusional eyes, and then his hand comes up toward him and he just.
There's a bigger explosion.
It's louder this time, aimed at one target, but it still flares out and damages the building. There's screaming. Someone's crying. Luckily the crowd had started to move away in fear rather than help, but someone's leg got pinned down in the explosion. Bakugou stares in fear. It had been his fault. This was his fault.]

[An explosion flares out, sending him flying in Shigaraki's direction.]

[A cloud of dust gets in his face as part of the ceiling falls down and then he's gone. Bakugou stops in place while everything falls down. He knows he should move. Get the fuck out. You can't fight and murder if you're dead.]

She flies in over the heads of fleeing civilians, arriving just in time to catch a big chunk of the roof falling down before it hits Katsuki and a nearby civilian who seems to have been knocked over and injured by the panicking crowds.]
Katsuki! Grab that person and get out! I'll meet you in a minute.
[There's another big chunk of roof about to fall on someone further away, and it's all she can do to shift the big chunk to one hand and fire off a ki blast to break up the debris so that it doesn't fall directly on them.]

A familiar voice snaps out of it. He glances her way--his hair is still that shitty murky shade of green from the whole blue disaser--and then he looks at the civilian. Their eyes are wide in fear.]

[Without asking, he scoops up the person who struggles in a panic "He's going to kill me! Please, help!", and flies out of the building so Bulla can get out too, dropping the person and landing in a roll as he watches it collapse into dust. He races forward to go back in in case she's still in there.]

She coughs. The dust is everywhere, but she wants to find any civilians who might be trapped, so after a coughing fit, she shouts out.]

[She's coughing again, because man that's a lot of dust, but she's not leaving until she's positive everyone got out safely.]

So...what happened here, anyway? I was outside about to go and pick up some food on my lunch break and then I heard explosions and saw the arcade coming down.
[It's probably still not safe to be in here, but at least the parts of the ceiling that are going to come down have already done so.]

[That was indeed a high score! On a shooting range! Why was he holding the gun like that? Oh well, maybe that was the trick or something.]

[Maybe she should be a bike cop, she thinks as she sits in the back seat, mind restless. The urgent tone of Bulla's voice... What could have happened?]
[The taxi pulls up and Orihime emerges, having paid her fare. She's more than a little shocked to see just how damaged the arcade is, and she bolts forward at once. She can see a few people huddled across the street nursing injuries...one holding their arm at a funny angle, another bleeding from a cut on the forehead...and Orihime immediately dispatches Ayame and Shun'ou to enclose them in a dome of gold light to heal them while she looks for her two friends.]
[Fortunately, teal and swamp green hair are pretty easy to pick out of a crowd, even with all of this debris and dust.]
Bulla-chan! Murder-sama!
[She runs toward them, but she's not smiling.]
Are either of you hurt?
[Orihime's head turns toward the building. She's sure they must have evacuated everyone, but she's opening her spiritual senses just in case there's a soul in there who got missed.]

We've both breathed in a lot of dust which probably isn't great for our lungs. I'm okay other than that.
[She's not entirely sure about Katsuki, aside from knowing that he was still in good enough condition to carry an injured civilian out of the building without straining himself.]

[Bakugou is trying to clear some of the dust, to no avail. His gaze goes to Orihime and he pauses for a moment before he starts searching again, keeping his distance.]
I'm fine. Start searching for survivors, Fire Hair.
[He doesn't want to get close after what happened.]

[Satou is, likewise, very worried about how bad this looks for her friend. She arrives via flight and lands carefully among the rubble. While she sees Orihime healing and Bulla already working on the search, Satou carefully directs her magic to clear some dust. She doesn’t want her friends to get sick.]

[She nods to him, and wisely decides to just keep it to herself that she's already searching. She can feel the bright reiatsu of Bulla, strong and hot and fierce, and Katsuki's to a lesser degree. Beyond that, there are just scattered blips of normal souls, none of them in the building.]
It's clear. I'm not detecting any other souls in the building.
[That's a relief. It's already a tense situation, she wouldn't want to make it worse by showing she can revive the dead. She turns at the sound of a girl's voice, and it takes her a moment to recognize Satou now that she's conscious. Ah, the one who healed Aizawa!]
I'm not sure yet. I just got here. What about you guys, were either of you here to see how this started?
[The group of people she was healing seems to be okay, touching their healed wounds with puzzled expressions on their faces. Orihime dismisses the shield, and they wander off, confused but eager to get away.]
[...She should have asked them for witness accounts. Darn it, she's not very good at this deputy stuff yet!]

I was just passing by on my break at work when I heard explosions and saw the place starting to come down...so I flew in and caught the roof. Katsuki was already here. We evacuated people together after that.
[She'll spare Katsuki's pride by not mentioning that the roof was about to come down on him and squash him.]
I don't know how it all started. Oh! Um, also, I didn't get a very good look at it, but on that side of the building, there was a lot of damage and no scorch marks.
[She points to the wall that Shigaraki destroyed.]
I was focused on the civilians, but we should take some pictures of the damage now that we know they're safe. Um...we should probably follow those civilians, too.

I did this. I saw a villain from my world and I- I tried to murder him. I took a few machines down and while everyone was distracted he took down the rest of the building. If you're going to arrest me, just fucking do it. The sooner you do, the sooner I can kill him.

Hearing Bakugou mention a second person, Satou lowers the camera.]
If you’ll excuse me, Deputy Orihime... Let’s see if I can prove that. [She will leave the question of arrest up to Orihime, but she won’t let Bakugou go to jail as the sole person responsible for this. Satou closes her eyes so they can’t see her eyes glow an eerie shade of red as she uses her magic: It’s emotion based and typically turns emotions into magic. Because of that, she’s able to make the emotional residue around the scene glow in two shades of pink. Since the NPCs have weaker life signs in her field of magic, it’s only the residue of recent pendent beaters that shows up.]
Haaah... Can someone take a picture with my camera? I can’t make it glow forever... You should be able to see how many pendent beaters have been here and where they were most emotional... [Provided that Bakugou’s murderous feelings don’t outshine everyone else.] If he’s telling the truth, I think you’ll see two colours.

[There's a strong possibility that this villain is still close by, watching them all to see what they choose to do. So, in the few seconds it takes for Orihime to sort out her thoughts and feelings, she's quickly changed her expression to a big sunny smile.]
I get to make my first arrest! This is definitely a landmark. Eeto...I don't have any handcuffs, though...
[She makes a show of patting her skirt and the pockets of her hoodie.]
It's okay if I just put a hand on your shoulder, ne? And you can put on a guilty look and say 'Curses, foiled again!'
[She has to keep up the appearance of someone who can be written off and underestimated, if Shigaraki really is watching them. But also, more selfishly, it helps to hide the twisting feeling in her gut. All this time she didn't really take Bakugou seriously with all his yelling and anger about murder. She should have been paying more attention to his real feelings instead of just thinking he was hilarious.]

She's able to see two different shades of pink and snaps pictures of them from different places in the room while speaking.]
The villain you saw...is he the one who attacked your school?
[This is important to make clear with two Deputy Guardians present, so she annunciates despite her throat beginning to grow hoarse from all the coughing and dust inhalation.
Her eyes are itching, too, and really, the instant she gets home, she's having a long shower because she's got dust and bits of debris almost everywhere. All over her face, in her hair, down her shirt...it's uncomfortable and gross, and it's only the gravity of the situation that keeps her from voicing any complaints. That guy just endangered the lives of a lot of people for the sole purpose of messing with Katsuki. Aizawa was right. This villain is not the kind you can take on with raw strength.
She takes a few final pictures before passing the camera back to Satou.]

So the second signature I picked up is that person... I don’t feel them around right now. They must have escaped the scene.
[She frowns.] I’m sorry... I don’t know this heart well enough to track it. I can’t help there. [The glowing begins to fade, as the emotional residue has been burnt up.] For now, let’s have Bakugou-san return to the station with Deputy Orihime. [Her gaze darts between Bakugou and Bulla,] And take Bulla-chan too, maybe? Are you okay with that, Bulla-chan? You probably need official statements from them, right, Deputy Orihime?

[There's a pair of handcuffs. They're pink and sparkly and she feels sick to her stomach looking at them. She doesn't want to put those on her friend. Her throat is tight as she stoops to pick them up, and she stands there for a moment because she needs time to will her hands not to shake when she extends them to Katsuki.]
One...one of us needs to interview witnesses, and I can't...we have to go to the office, so...

[Bulla looks at the handcuffs, and around at all of her friends. There's an uncomfortable tension in the air, and she decides to do what she can to diffuse it by presenting a different option.]
I think we can trust Katsuki to be cooperative as a key witness in the investigation. There's enough evidence that he's not responsible for the bulk of the damage. Property damage of a few arcade machines would be a fine and some community service at most, right? No point in arresting him until someone presses charges.
[She's glancing around once more. It's hard to tell if there were cameras or not before the roof came down, but...she really wants to be helpful.]
Might want to follow up with the arcade owner to find out if there were security cameras around here. Even if it's damaged, it's possible that they were uploading the feed wirelessly or something, so there might be something worth looking at saved remotely.

[He tries not to listen to them discuss his punishments, but he has nowhere else to go. It makes him sick.]

I can conduct interviews and report them to your office, Deputy Orihime. I’ll have to report to Guardians Dante and Hikaru afterward...
[She looks at the building next, frowning at its condition.] When the investigation has concluded, I repair the damage here as well... [With a guilty gaze, she sneaks a look at Bakugou. She hates this so much. It makes her sick to not be able to treat him like an equal, but only able to treat him as a suspected civilian.]

That sounds good. Bulla-san, would you mind helping with the interviews? Once the dust settles, and if you can find it, I'd be grateful if someone could get a security camera. Stay close by one another. We don't know where the villain went, so don't let him come back and get a sneak attack.
[She looks down at the handcuffs, takes a deep breath...and hands them back to Satou.]
Bakugou-san is turning himself in and going of his own free will. He manifests his quirk through his hands, so if the other culprit returns, I don't want to leave him defenseless. So for now, these won't be necessary.
[She takes out her communicator, tapping in the time of the arrest.]
We'll all meet up at Haller-san's office to compile the witness accounts and evidence.

[Anyone who saw her hold up the roof probably isn't going to mind answering questions that she might ask. She's kind of relieved by Katsuki not being handcuffed. Even if it's an arrest on record, publicly it can still let him look like he's going in as a witness instead. He probably feels bad enough about all of this as is.
She tries to dust herself off and smooth her hair as much as she can. It gets the bits of debris out of her hair and makes her look like slightly less of a disaster before she has to approach people.]
