[After the initial shock of waking up in a strange place, Ejava is relieved to find that at least her armor and daiklave--a suit of articulated plate and a massively oversized curved sword, both artifacts constructed of magical green Jade--are with her in the cocoon. After donning her armor and examining the contents of the small box she was given, it doesn't take long for the general to realize she's not in Creation anymore.
The videophone is an unusual device, but Ejava has used stranger First Age artifacts before, and with the instructions included in the pamphlet, it proves easy enough to operate.]

In fact, in my world, a single mistake can lead to the execution of said general, regardless of his powers.

I'll take that as accepting the offer.
I am new here, so I would be grateful for information. From what others have told me, I gather there are five cities, each with a Guardian and deputies as the local authorities. Are all five Guardian positions filled? And by who? Further, what are the individual cities like? I've seen only the central one. Its architecture is... strange.

I suggest you get a feel of each of the cities first, before you decide on guardianship. After all, each city has its charm, its own people and things of note.
Some cities are more modern, while others are more ancient in culture. Others depend on magic as a source of everything, while in others, magic could be daunting. You need to find these out for yourself, because I can't tell you what you need to know, because your needs might be different from mine.
Everglade, for example. Others would stay away because of its dangers and powerful creatures and residents. While some, enjoy the city for its energies and power.
