[Video & Action] Backdated to Nov 10th, evening. Content warning.
[That rasping threat sends chill through Bulla’s body. Heart pounding rapidly, she takes out her device and turns on the video feed. She’s doing what she can to control her breath. Maybe if she times things just right, she can grab Shigaraki’s wrist and snap it before his powers rapidly decompose the flesh on her neck. The camera shows her at an odd angle for a moment, and the view is shaky, despite her best efforts to hide how frightened she is. Her voice, however, is defiant as she hands her phone over to him.]
Tomura Shigaraki lost his phone and thinks threatening to kill someone is a super awesome way to fix that problem. Here. Whatever. Knock yourself out.
Don’t flatter yourself kid.
[Shigaraki hands the device off to someone else that’s never seen on camera as the focus comes to settle on the hand-obscured face of the blue haired man.]
In my world, society is propped up on the backs of heroes. People with powers and abilities that society has deemed good and useful, while those not so lucky to be born gifted in ways that society accepts are expected to languish in the scraps of the chosen.
[As Shigaraki talks, Bulla starts looking for the opportunity to throw him off. Her eyes are darting around the room as she weighs her options. With those powers of his and his hand on her throat, one wrong move could kill her in a matter of seconds.]
And at the center of it all is the ‘pillar of peace and order.’ All Might. Because of All Might, the masses can go about their days, content in the feeling that if anything bad were to happen, All Might would save the day. People turn away from those that society tramples down, labeling them as villains. Well, I’m here to remind you all that nobody is safe.
[He pauses, gesturing to the camera that recenters on Bulla.]
In my time here, I’ve done my homework. There are a few people that have powers rivaling All Might, and this girl is one of them. As you can see, though, she doesn’t look too eager to fight me.
[He flexes the one finger next to her neck that isn’t quite touching her yet. Bulla eyes that finger warily now that the attention is back on her.]
But don’t get the wrong idea, I’m not out to kill anyone. Yet. No, I just want to drive home my point… To all you heroes out there; you’re not going to be able to stop me.
[Shigaraki moves directly behind Bulla, placing a hand on one shoulder while shifting the hand at her neck to the other, cracks forming in Bulla’s skin as soon as he makes contact with those shoulders.]
You bastAAAAAAAH!
[When Shigaraki moves, Bulla starts shifting position to fight back. Her attempts to escape and insult him are cut both short by searing, blinding pain. It tears into the flesh of her shoulders like acid, destroying muscle tissue as easily as one rips wet paper. Her breaths are rapid and shallow. She’s hyperventilating, unable to even find enough air to scream.]
To those who may be sympathetic to my cause, put out some feelers. I’ll find you. In the meantime, the clock is ticking, heroes. Whether this girl lives or dies is on your heads now.
[ As he pauses his speech, there are some explosions heard in the background.]
I’d hurry if I were you.
[ A hand reaches out to the camera and a moment later, the feed clicks off.]

So he's more likely to find us than find him I take it? If it weren't for the fact her hurt a friend and sounded like a damn brat, I would be impressed.

[And it's probably best that she explain at least some of the story, so Homura has a point of reference. She'll keep the parts that were private that way, but a lot of it was public to the people who were here at the time.]
Shigaraki found Katsuki at an arcade. He provoked him, which is...pretty easy to do. Katsuki's temper is as explosive as his powers. When people started panicking, Shigaraki used his decay powers on the walls of the arcade as he ran out with the crowds. I came in just as the roof was coming down and caught the roof, then Katsuki helped evacuate the civilians. I called deputy guardians Orihime and Satou right after and cooperated with their investigation.
[She scowls as she continues the story.]
Shigaraki tried to blame Katsuki for destroying the arcade. He managed to snap a picture of Katsuki firing off explosions within the arcade and put up an anonymous post trying to make it sound like Katsuki caused all that damage from picking a fight with someone over something petty. I spoke out against it and told the truth on the network the next day on a video post.
[Wrong and frightening as the attack was, she can't deny that Shigaraki had a motive to target her over other powerful people within the community.]

[She sighs, munching into more of her picky. This definitely didn't sound like a situation where she should do this alone. Then again, she couldn't find the guy even if she wanted to.]

They're in the city...um. I don't know where they are exactly at this minute, but I'll put you in contact with them. It's good if the guardians and deputies from all cities are aware of Shigaraki. Too bad nobody's ever gotten a clear visual of his face.
[In the arcade, his face was obscured by a hoodie and the video that had been salvageable wasn't of the best quality. Then here, he'd had a hand-shaped mask covering most of his features.]

[She doesn't know if she arrived there yet or not, and anyone who looks into this story will see in the security tapes that she did arrive and then leave shortly after in a van with a couple of people not clearly shown on camera.]
In hindsight, I messed up his plan to frame Katsuki a lot more than I realized until now. Katsuki definitely has the explosive power to blow away a roof coming down on him, but managing enough fine control to do that without hurting any civilians near him would have been pretty hard in a split-second and at such a short range. And even if he succeeded with all of that, Katsuki still would have looked responsible for destroying the whole arcade.
[Which makes her realize that she underestimated Shigaraki a bit. He may be an asshole, but he's an asshole who plans things carefully.]

I deal with creeps like this often. Shinobi often take info to try and get leverage on someone, or attack a weak spot.
[Although now this was reminder her of one certain incident. She put it behind her, but it didn't mean the event never affected the ninja.]
Hard to make a counter when I know zilch about his life, but if I ever do find him, I wanna nail down every last accomplice he has before a big brawl breaks down. Every psycho thinks they are invincible. Might be good to evade people, keep making plans. But there's always something they don't count on. You are proof enough of that. And who knows? Maybe I'll be the next one to show him we are not meant to be fucked with.

This might sound weird considering I have every reason to want him dead but...I want to make sure he's caught and imprisoned and treated fairly. I want him to squirm knowing that he was tried, found guilty, and punished according to the rules of the society he hates so much.
[There are plenty of people who she knows would happily curb-stomp Shigaraki. But therein lies the problem. She doesn't want any of his whining to ring true.]
I'm going to run for Guardian in Nova City and if I catch him? I want him to know that it was my mercy that spared him the beatdown of his lifetime.
