[Video & Action] Backdated to Nov 10th, evening. Content warning.
[That rasping threat sends chill through Bulla’s body. Heart pounding rapidly, she takes out her device and turns on the video feed. She’s doing what she can to control her breath. Maybe if she times things just right, she can grab Shigaraki’s wrist and snap it before his powers rapidly decompose the flesh on her neck. The camera shows her at an odd angle for a moment, and the view is shaky, despite her best efforts to hide how frightened she is. Her voice, however, is defiant as she hands her phone over to him.]
Tomura Shigaraki lost his phone and thinks threatening to kill someone is a super awesome way to fix that problem. Here. Whatever. Knock yourself out.
Don’t flatter yourself kid.
[Shigaraki hands the device off to someone else that’s never seen on camera as the focus comes to settle on the hand-obscured face of the blue haired man.]
In my world, society is propped up on the backs of heroes. People with powers and abilities that society has deemed good and useful, while those not so lucky to be born gifted in ways that society accepts are expected to languish in the scraps of the chosen.
[As Shigaraki talks, Bulla starts looking for the opportunity to throw him off. Her eyes are darting around the room as she weighs her options. With those powers of his and his hand on her throat, one wrong move could kill her in a matter of seconds.]
And at the center of it all is the ‘pillar of peace and order.’ All Might. Because of All Might, the masses can go about their days, content in the feeling that if anything bad were to happen, All Might would save the day. People turn away from those that society tramples down, labeling them as villains. Well, I’m here to remind you all that nobody is safe.
[He pauses, gesturing to the camera that recenters on Bulla.]
In my time here, I’ve done my homework. There are a few people that have powers rivaling All Might, and this girl is one of them. As you can see, though, she doesn’t look too eager to fight me.
[He flexes the one finger next to her neck that isn’t quite touching her yet. Bulla eyes that finger warily now that the attention is back on her.]
But don’t get the wrong idea, I’m not out to kill anyone. Yet. No, I just want to drive home my point… To all you heroes out there; you’re not going to be able to stop me.
[Shigaraki moves directly behind Bulla, placing a hand on one shoulder while shifting the hand at her neck to the other, cracks forming in Bulla’s skin as soon as he makes contact with those shoulders.]
You bastAAAAAAAH!
[When Shigaraki moves, Bulla starts shifting position to fight back. Her attempts to escape and insult him are cut both short by searing, blinding pain. It tears into the flesh of her shoulders like acid, destroying muscle tissue as easily as one rips wet paper. Her breaths are rapid and shallow. She’s hyperventilating, unable to even find enough air to scream.]
To those who may be sympathetic to my cause, put out some feelers. I’ll find you. In the meantime, the clock is ticking, heroes. Whether this girl lives or dies is on your heads now.
[ As he pauses his speech, there are some explosions heard in the background.]
I’d hurry if I were you.
[ A hand reaches out to the camera and a moment later, the feed clicks off.]

[On the one hand...]
[She mostly just agrees with all sides.]
[What SHOULD be done? Locking up people like Davros on the word of others? WAS that really justice? She and her Bad Dog agreed it wasn't. And Guitarist, she was so proud of him, for a reason SO SECRET she couldn't even think about it.]
Davros....
[Shakes her head, and chews her lip.] Shigaraki kept talking about allies and all I could think was what if it's Davros? I told Trunks what he did in the Doctor's universe already. Created the darkness spreading outwards...
But I don't want everyone assumin' he's a bad guy either!
And Bakugo....
It's not his fault, but he IS so hot headeded, he threatened to kill so many people here, a lot of don't trust that he wasn't the one to blow up the arcade, yeah?
[Another headshake.] He's gone far enough now he'll probably wind up with a bounty on his head at this rate. True colors will out I guess.

Thing is, there was a formal investigation done by two deputy guardians, the arcade was an incident that happened here, not in Katsuki's world, and there was both video footage of Shigaraki decaying the wall, and the decay on the wall itself for evidence.
[She flops back on the bed, perhaps a bit dramatically, but she's had a pretty dramatic few hours.[
I can get some people thinking Katsuki did it, but...the evidence was collected by both Satou and Orihime. The guardians' offices knew he was willing to kill civilians here just to mess with one teenager.

No, you're right. And that definitely means we should look in again to just what the Guardian role entails, and if there are ways to improve it.

My point is, in other worlds, like my own, they would have had a chain of custody to make sure the deputies had no ties to him, and thus no reason to give the public any room for doubt... and it wouldn't have been withheld from public.
[Shakes her head.] I don't like the whole bounty system here either. It seems like a distraction to keep people fightin' each other.
You should run in Nova though. If you're considering it. I'd vote for you. Bet a ton o' others would too.

[It had been an emotional situation for all of them at the time, and she'd really wanted to get deputy guardians on the scene who she knew for a fact wouldn't assume the worst about Bakugou.
Now that they're talking about it, in hindsight, she could have made wiser choices. At least she'd kept a level enough head while handling the emergency. Something to learn from going forward.]
I've been thinking about it. I keep throwing myself into dangerous situations to help people anyway.

Oh! My Dad is a crazy famous inventor, like your Mum's Da'. And he used selling Vitex, that's this vitamin pop drink, yeah? To fund his experiments and inventions. And then we -- He took over Torchwood in his universe, and yeah, he's from another universe? And then he rescued me so I didn't fall in the void, and like, the one in the Doctor's Universe died when I was just a baby, but then the minute he and my Mum saw each other they were like kismet all over again. And I used his Torchwood to make the dimension cannon to travel between the void to look for the Doctor again. [NODS!] Oh! And he made these dimension hoppers to follow cybermen from his universe to the Doctor's, and that's how he ran into me and Mum again, and then my Mum and Micks used them to come get me because they're completely daft. I don't even care if Micks comes here from before all that I'm gonna tweak his ear something fierce. I have to go back and tell Pete I'm sorry for usin' his stuff against his orders, and Micks' completely skipped out to rejoin the Doctor's universe. Coward.
[But she doesn't mean it.]
