[Mewtwo appears on the network today, distracted as per usual sicne the Death's Hand incident has started, going over public security footage with a fine toothed comb in addition to his normal duties.]
With the influx of newcomers that have found themselves in Genessia, I feel it necessary to provide a sort of report on the status of Fayren, as well as an introduction.
My name is Mewtwo, I work as deputy guardian of Fayren under Satori Komeiji. Currently, Fayren is dealing with a group who is targeting magic users for random acts of violence. However, the incidents are rare, and the situation is being investigated by myself and a rather sizable amount of volunteers. There are also safe-havens that have opened their doors to magic users, and as a whole Fayren is relatively safe.
Also I would like to reiterate that any information regarding the whereabouts of any member of the group calling themselves Hands of Decay should be directed to myself, and that there is a standing reward for any information that leads to the apprehension of these criminals. ...It doesn't sound like we're any closer in bringing an end to this group...unless I'm wrong?
If necessary, I could open up my sub-archway as a safe haven for magic users.
[Qubine growls loudly at the idea, startling Azalea. She immediately looks ashamed, realizing that she probably should have asked the clan leader's permission first.]

[Qubine lets out an exasperated sigh, conceding to the idea before walking away. Azalea turns back to her device.]
I'm sorry...that was Qubine, the leader of my clan. I should have asked him first before offering refuge. The offer still stands...but only as a last resort.

Progress has been slow, yes, however, it is my belief that the efforts of those aiding in the investigation as well as the heightened security overall has made it much more difficult for them to operate. Leads have slowed down, but so has the frequency in attacks.
I do appreciate the offer, and will add it to the list of safe havens.

I can definitely get my clan to help in the investigation. We've always been under the philosophy to take out any potential threat before they have a chance to strike.

That is what it is called here, yes. And I will admit that what is called magic does not follow any of the patterns for powers I have observed elsewhere. If only for lack of a better descriptor, it is fitting.

Whatever works, I guess. Can't say I've actually got to Fayren as it's not exactly my... thing, but good to know it wasn't just Nova City dealing with a bunch of assholes. [Way to be blunt there, Eighteen.]

Given the intelligence we've gathered thus far, they appear to be Fayren natives, and as such their activities are confined to Fayren. Everglade seems to have enough to worry about on its own, however. I doubt the creatures stalking the night there would give the Hands of Decay any quarter.

How does one define 'magic user'?

That largely depends on the individual being asked, I've found. The Hands of Decay define it as a power or manipulation of energy that draws its roots from the mystic nature.
I define it, simply as a power or manipulation of energy that cannot be explained in the context of another power, be it telekinesis, pyrokinesis, or something else. For myself, it is a placeholder until the true source of power is better understood.

Anything that is not understood by your fellow being, be it because of a different universe or a lack of available knowledge, would be filed underneath mystic nature. Education, then, should eradicate "magic", and assign it a proper name -- be it dust, electricity, or gravity.

...You aren't acting alone, are you? I've not been allowing any within the investigation to go out alone, as that would only make them a target. As Deputy Guardian, I cannot allow anyone to be unaccompanied. If you require a partner, I will accompany you in any future endeavors.

It is... and only two possibilities come to mind for the reasoning behind such quiet. Either the investigation has gotten too close to their base of operations and they have gone to ground until such a time as they feel alert has lowered, or the less desirable reason.
They could be biding their time. Planning something that they believe will change the balance of power in this dynamic.

So long as there are wizards, there will be people who hate them, particularly when wizards claim positions of power. Humans will refer to them as a hegemony to be feared and despised. The only question is how many people who be sympathetic to such an idea.

Fayren does not have the facilities nor the resources to simply incarcerate them, nor would that do any good in the long run. Prisons are not airtight, and those in prison can coordinate with those outside it. It would also not address the core issue of the matter, being this hatred. Killing them would only make them martyrs of the cause and spur the survivors into further violence.
However, you are patently wrong. While Fayren may have a natural attunement to magic and welcome all practitioners of all things mystic, it is run by psychics. While Guardian Satori does have knowledge of and great magical power, her natural power is not mystic in nature, nor is mine.
You speak to a being that can shape minds and perceptions with as much ease as a child builds a sand castle. To say I cannot "kill an idea" is simply and utterly false.
