Fourteenth Reel: Measurements and Shelter [Video] + [Action]
My fellow denizens,
[Grell comes onto the feed, walking along the streets in Everglade. Her hair is in a high ponytail today, and in her usual garb for her patrols. She looks rather serious, frowning a bit, which isn’t her usual demeanor.]
With the recent incident involving the Children of Elo, measures have been taken to improve security and curb incidents like these from occurring again. These measurements have already been distributed via email and post, so there will be no reason for not knowing. I would encourage business owners to comply with these measures, before more unfortunate victims arise and legal action be taken upon them for negligence.
[She stops in her stride once at her destination. A part of town occupied by very few people.]
Also, The Red House Foundation has an official location in Everglade, so if you or someone you know are in need of shelter, then you or they will be exempt from the limitations on travel while staying at the shelter. More details are available at the foundation, as well as flyers from my boutique in Fayren. Business owners should expect their more detailed information packet in the mail within the week.
This is also a warning to those who occupy abandoned buildings. Please vacate them and set yourself up at the shelter. [Her face changes, so that it seems less harsh than her previous messages.] It’s much warmer and food is readily available.

[Grell can be in a number of places at your choosing with any scenario (excluding adult themes…). By default, she’ll be at her lingerie boutique in Fayren unless otherwise noted. The mannequins in the windows can’t dress themselves!]
(OOC: The measurements she mentioned have to do with a thorough check of the manifest of cargo being carried in. Every piece of cargo scheduled to come into Everglade must be properly labeled as they will be checked and accounted for, and anything not on the manifesto will be abandoned before entering the Everglade Archway at the expense of whomever sent it. Also, shipments must be scheduled, and any shipment not scheduled to be received that day will be sent back. Drivers must have their photo ID visible or ready to show officials and must match up with whomever is scheduled to drive in cargo that day. Businesses that don’t comply with the enhanced security checks may have their shipment sent back, face limits on the amount of cargo they can send, and/or even be temporarily banned from selling their goods in Everglade until they are up to par with the new regulations.
It will no doubt cause delays in receiving goods, but these attacks must be prevented. Grell doesn’t make this common knowledge to the public because that would only give the culprits a heads up.)

Grell's handling as a politician is quite impressive. Unfortunately, he's too busy to volunteer and none of his employees care to volunteer at her foundation either. So instead, to make up for it, Grell should expect a monthly donation from Sebastian instead, which exceeds the 3% of his own income, as well as a letter attached to each check. This letter is the letter of the month, as he's a busy business owner and has little to no time to chit and chat, as he's understaffed at two stores in two different locations.]

I hope things are going well for you. How is the foundation is coming along? I hope the donation money provides a means to fund for your projects. I know it's quite a lot of money, but my only intention is give back what I can and built the city. Maybe not many noticed, but then again, not many are regulars or residents in Everglade. I have noticed the residents (NPCs) that came to my shop noticed an increase in security, and they feel much safer and they noticed an improvement of quality of life in the city. Well, not much to say other than I believe in your foundation."

Grell responds in kind by just...popping up in his office, whenever he returns to it. She'll be sitting in his chair, feet on the table, and reclining. Well, if he couldn't make time to talk with her with his busy schedule, then she'll just make time. Even multitask if necessary.]

The store front is empty for now, as business is slow but then again it's more catered to the supernatural residents in the area and Sebastian is in the back, using a sewing machine to repair a suit for a werewolf who keeps ripping up his suit time and time again. He was busy that he didn't noticed Grell came by unannounced.
When he finally came to his office, he paused at the door to see Grell sitting on that comfortable leather chair...and then proceed to find a sewing kit in one of the drawers.]
"Hello Ms. Grell. What a surprise. If I knew you were coming, I would have make a cup of tea for you in the kitchen in advance. What brings you here today?"

It's true, I'm new. I arrived just a couple of weeks ago. It's hard not to take an interest in your town, with recent happenings.

Interest is better than disinterest. It means that we aren't being ignored, and being taken much more seriously than before. Which is good in the long run.

I don't see how order could be the downfall of any city, unless you're thinking of a tyrant's order, but I'm sure you understand the situation in Everglade better than I do. I'm trying to learn and comprehend, thus my interest.

What we've recently discovered about the barriers to Everglade in particular, is that they feed off fear. Having too much order could be dangerous.

I read about that. [His voice has turned more cautious now, as this is something he still doesn't even begin to comprehend. That's for mystics, not for spies.] All I know about fear is that it breeds violence and hate. Sentients, regardless of species, will lash out if they are cornered. I don't envy you your task.

I have been an insurgent all my life. Understanding fear is part of my job. It's very useful in knowing when to run... among other things.
It's taught me that if you drive people too far in their fear, they become a mindless mob. Nobody can control that anymore.

And no, I haven't fought against the embodiment of fear. Just against an enemy who knows how to wield it as a weapon. That's what tyrants commonly do.

There's a reason why they rule so well. They aren't dumb. Ruling with an iron fist gets results. How long it lasts is another thing altogether.

The answer is not very long. At least not without resistance. I'm someone who has spent all his life resisting various tyrants, and I can tell you that fear will only keep people down for so long. There comes a point when you have grown numb to terror, or have lost so much that the danger of losing more doesn't matter anymore.
Ruling with an iron fist will keep you in power for a while, but every tyrant is eventually overthrown... even if it's only by a worse tyrant.

I don't know their reasoning. I get paid for it. I don't ask why Weiss Schnee wants to pay me instead of buying another security droid. Maybe she fears that droids can be easily reprogrammed.

They might be easy to slice... or they might kill you for it, if you fail. But since neither you nor I are intending to slice Nova City's security droids, that's not our concern, is it?

I have no complaints working for her, other than building security not being as exciting as what I'm used to.
