Out of curiosity, who should I talk to in regards to procuring an enchantment? I suppose Fayren is the most likely choice, but who would I talk to?

I'd like to start this address by congratulating the incoming Guardians for Fayren and Attleton as well as the mayors of the various cities, while introducing myself. My name is Ragyo Kiryuing, owner and CEO of Revocs in Nova City. I made this offer to all the Guardians some time ago, but I feel it is important in renewing the offer now that the election cycle is over.

What I offer are personally tailored outfits using a material found in my world that bestows abilities and power beyond the scope of what would normally be possible. I am in the process of compiling a comprehensive dossier regarding the material should any of you wish to have more information. I will admit, however, to holding back slightly the last time I offered my services.

I do not need to remind you all of the incident where a stolen bit of material and my own research was used to weaponize a young girl that did quite a bit of property damage to Nova and Genessia cities. Luckily my daughter, Satsuki, was able to defuse the situation while keeping casualties to a minimum. I keep this research and the material under strict lock and key because of the implications they have when placed in the hands of someone who hasn't spent their entire lives dedicated to understanding it. However, the recent invasion by these... specters or whatever they are has forced my hand, as it were.

While the material is most potent when used in clothing, it can be used in other forms, such as defense mechanisms to keep such creatures out of the cities should they return.

I am open to questions, and I will likely add the dossier in this post once I finish compiling and arranging the data to be easily understood.

I'm a craftsman at a shop in Everglade specializing in enchantments. What is it you need?

I have a sword I would like enchanted. I don't have anything specific in mind. I'm more curious as to how such a process works. My world has nothing resembling magic.

[Except all the transforming anime clothes...]

That shouldn't be difficult, though without a purpose...you'd like a surprise enchantment? I should caution you I have a very vivid imagination.

Which, as it stands, is the only thing limiting your preference...that and price. Are you certain you don't have anything specific or vague in mind?

Trust me, money is no object in this regard. And I am very certain that I don't have any preference. Honestly I'm less interested in the enchantment itself but rather how it interacts with the object its placed upon, if that clarifies anything.

Different enchantments interact with the object in different ways, depending on the purpose. Do you want the blade to erupt in flames? Do want it to imbue your with extra strength? The possibilities really are endless.

[It's a good thing this is in text or else Ragyo's frayed patience would be showing.]

Given that my world has nothing even remotely similar to the process, I have no idea what is capable or even what would be the most beneficial. Hence why I have left the specifics up to someone who is more familiar with the process. I simply want something that can give me a better understanding of what happens with the process.

Very well, though I doubt what I might do will help to shed any sort of light on the subject. It simply will have or bestow a property it did not in the past.

"What kind of enchantment do you need Miss Prism?" Seems Koishi came up with a nickname. Appropriate since Satsuki was 'Miss White.'

It's a good thing that Ragyo was such a talented actor. Otherwise Koishi might've seen her bristle at such an informal name being used by her. But, she was Satsuki's pawn, and a potential asset. Best to play nice.

"Oh nothing in particular. I have a sword that I want enchanted, primarily to study the effects on the blade. There's nothing resembling magic in my world, as Satsuki-chan has likely mentioned."

Koishi is an excellent actor too. Else she wouldn't have bothered trying to contact Ragyo.

"Yeah. That's why Miss White has me around. I know lots about magic." She was absolutely beaming into the phone. "So you should know that enchantments don't really work that way. It's like saying you want to paint something. You have to specify a color and type of paint."

She tilted her head a little bit. "Swords are great candidates for enchanting. But what sort of result are you looking to get? Do you have any specific effect in mind for the enchantment? Do you want it to disrupt other magic or glow when someone is lying? Or maybe cauterize wounds that it inflicts so that blood doesn't get everywhere? You wear a lot of white so that might be useful."

She shrugs slightly. "Honestly any of those would be acceptable."

"Ah. So you're interested in the mechanics of the enchantment rather than the effect. I understand." Koishi looked thoughtful. "You'll probably want to look into identifying magic too then. Because that way you can see how effective it was and how the spell expresses itself depending on the materials and magic type. You'd probably want an expert to do that for you."

"Also, remember that shape and size and material and location can change things too. Depending on what kind of magic you're using. Like you can enchant a gem on a sword instead of the sword itself. It doesn't always matter but it can when there's many enchantments on one object since mixing magic can be dangerous. So be very careful, okay?"

"I'll be sure to keep that in mind."

[ Intriguing... But pleasant as he keeps his face, Cassian doesn't try to fully hide his wariness. Free things are seldom free, and he can't help wondering why the Guardians didn't accept this offer before. ]

[She shifts ever so slightly in her chair but otherwise does not betray any emotion, good or bad. She's still trying to read Cassian.]

I admit I'm a little concerned by what you said about a previous incident. These uniforms sound like a weapon that can't be permitted to fall into the wrong hands.

In the hands of someone who doesn't understand the power they represent, they absolutely are. This is why I am not simply selling the uniforms on the floor of my shop.

However, in the hands of someone who understands and respects what they can do, they are a force that can change the lives of many for the better.

[She's allowing a bit of levity to shift into her own voice, though it does come across as a bit on the seductive side.]

[ He takes note of the seductive undertone, a faint amused, appreciative arch of his brow his response. She's a beautiful woman, it would probably work on most men. ]

The question this brings up for me is, what would you expect me to do to prove my worthiness? [ He lets a heartbeat pass. ] And what would you do, to prove I can trust you?

[She shrugs, shifting slightly to prop her chin on an arm.]

The question of worth isn't an issue for me. Simply holding the office proves to me that there's something about you that makes you worth trusting with this information.

As for how to trust me, well, that's a trickier subject. Compared to some of the residents of this place I'm fairly new, and have spent most of my time building my business. However, if you have an idea as to what I could do to prove my trustworthiness, I am very much open to suggestions.

That's a lot of trust extended to someone merely for holding an office he hasn't proven himself worthy of yet, but I appreciate that you're willing to give it.

I'm rather new, too. I've only been here for half a year. I believe getting to know you a little better would go a long way towards helping me decide if I can trust you. That, and studying the materials, of course.

Considering the state of this place, I can't exactly afford to be picky with my allies.

If you'd like to give me the opportunity to do research, I'd actually rather start by visiting your factories and labs, but I appreciate the offer of a laboratory of my own.

It's not so much that I find the state of allies lacking as it is frustrating that there is so much distrust, when we should all be working toward the same goal.

Well, I would argue that alliances and distrust aren't mutually exclusive. That would be a very limited way of thinking.

True trust, as it is, is something that needs to be earned, and loyalty must be proven under duress. I hope such a situation won't come up too soon.

Fair enough, but simply sharing this situation would at least garner some trust, but c'est la vie.

While I appreciate the offer yet again, my answer will remain the same. I'd rather keep my deputies' abilities diverse instead of locked into a single world's capabilities. Not to mention, the more time we waste learning an entirely new weapon instead of focusing on our duties, the less time we're spending actually doing our job and if they're as miracle-cure instead of snake oil as you're claiming, if any department were to become dependent on them as a defensive mechanism and the supply runs dry because it's a world-specific substance you make your clothing from, that department would be in serious trouble. Your world's present population was down to just Satsuki for a long while, I wouldn't consider it a surplus of dependability.

As I mentioned in the attached report, while clothing is the most effective form of utilizing the fabric, it is far from the only application. All it would take is a single word, and I could start implementing defensive measures on every building on Nova City that would remain inactive until you flipped a switch.

Also, with the nature of Life Fibers, being an organic substance, it is also capable of replenishing its numbers. Any garment made from them can easily repair itself, and the same goes for any other mechanisms using them. As you said, for a long time, Satsuki was the only one from our world in this place, and she has yet to be trained in the usage and implementation of Life Fibers, and yet she was in no danger of running out of Life Fibers, nor was she ever in danger of losing her enhanced abilities because she couldn't perform upkeep on her clothing.

While I can present you with a thousand and one reasons why I have said and am continuing to say no, including that you just confirmed that they take extensive training that none of my team has nor has the time to go through with if we're actually performing our jobs, I'll simply state this: I'm not putting the defense of a city I'm sworn to protect or the lives of my deputies in the hands of someone I don't trust.

The training I spoke of was the training required to create the uniforms. Not wear or maintain.

[She shrugs.]

You seem to trust Satsuki well enough.

[ Both of which should require training regardless, but Weiss doesn't say that. ]

I taught Satsuki everything she knows. Her goals are my goals. Trusting one but not the other would be like calling a single side of a coin counterfeit. But, I cannot force the issue.

[ She sounds like she expects Satsuki to be as Jacques expects of Weiss. That's not something she'll share with anyone but Satsuki should her deputy bring it up to her. Ragyo reminds her far too much of her own father and she's not the type of person she's willing to consider doing business with- free or otherwise. If Weiss was persuadable before, Ragyo's view of Satsuki has firmly cemented her choice. ]

I appreciate the offer, Miss Kiryuin, however I am not one for combat - I have my own security detail that are much better equipped for that type of thing. Such things should be reserved for those who are more inclined towards violence. Which, in this case, would be the Guardian's office. I'll leave that decision to my daughter as she's more familiar with the city's security needs.

As I implied in the report, one does not need to have a proclivity to violence to get the benefit of an outfit of Life Fibers. Simply wearing one would make you nigh impervious to most forms of attack in this place, and those that do wound you would not wound you for long.

Really, a single coat of my design could easily protect you far better than any security detail. I am willing to stake my life on it.

Your report also mentions that these Life fibers are looking for humans so they can "provide them with sustenance." You say there are no adverse effects, however they fact that they are attaining sustenance means that something is being taken from the wearer. Added to your statement about how someone was able to weaponize a girl wearing them, well, you can see why I have my reservations, because even if that one was a knock-off, the potential is still there. I'm just not sure that it's worth the risk.

[There's a bit of a sigh as she taps a console next to her, bringing up some statistics.]

The average human body produces between 50 and 150 watts of mechanical power on a daily basis. A Life Fiber outfit of 30% concentration consumes about 0.005 watts of power to sustain itself.

These are microscopic organisms, Jacques. They don't eat enough that anyone would notice it unless activated to protect the host, in which case there are more pressing issues to be had. Also, according to records this place keeps, my daughter Satsuki, and her confidants Ira Gamagori, Uzu Sanegeyama, and Nonon Jakuzure have all been here at one point or another, coupled with myself and my attendant Nui Harime.

We all wear outfits with Life Fibers in them in some form or another. The fact that in that time there has only been a single incident perpetrated by a thief who didn't know what they were doing should say quite a bit about the risk. Especially now that I have taken far more extreme measures to protect the source of the materials involved.

You're ever the generous benefactor for all of us. Thank you for your offer, and a special thanks for allowing the Everglade Rangers to test out your clothing. The results were very impressive. I do hope the uniforms we've returned are in good condition.

At the moment, I'm not sure if outfitting the rangers with these uniforms will be in the cards, if only because this group isn't under my control. It may be best to speak with the previous guardian about that. I'm also looking to naturally strengthen the police force here, as it would be in their best interest to be in case such enhancements were not available.

I'm curious, though: exactly why have these Life Fibers come to your world?

And the data you provided has been invaluable in making improvements.

While I am sorry to hear your loss of the rangers, I am more than happy to outfit you and your deputies in any way you deem fit.

As to why Life Fibers came to our world, we don't really know to be honest. They lack the kind of will or sentience of a human mind. They act on instinct, seeking to reproduce and thrive while protecting the host who in turn protects them.

[Time for the lies to come flowing like a river...]

It is possible that their native world was caught in some catastrophe that sent them beyond the stars, or it is possible they grew so symbiotic with the natives of their world that the natives decided to share the gift of Life Fibers with the cosmos. That, of course, is simply speculation on my part. I fear we may never know the true reason of how they came to our world. But I do not hold any delusions that we were 'chosen' for some grand destiny. My family swore to study and protect Life Fibers of our own volition, we are not some chosen lineage or some such. Simply scientists.

[Grell shrugs] The rangers were never under my jurisdiction.

Symbiotic lifeforms have a tendency to take over their hosts. How do we know for certain that something like that won't happen?

C'est la vie.

I will admit that it is something of a balancing act. However, the ability to overtake their hosts only occurs in one of two situations. Either the Life Fibers are directly integrated into the central nervous system of the host, which places enough strain on the host to kill them anyway, or an outfit is improperly tailored and made of a concentration 40% or more Life Fibers.

There is a reason there is only one Kamui in existence.

[Guess who missed the part where you're responsible for Koishi's epic meltdown secondary to life fibers? This guy!]

Koishi and Satori both know a lot about magic, and they are probably a good place to start. Miss Weiss knows magic, I know for sure. And Miss Kiryuin knows a lot about what's going on around the towns, most of the time.

[This message is sent, and then there is a pause, the "..." appearing on the screen indicating that he's typing and clicking. If Ragyou could see Luke's face, she'd see him confusedly checking to see if he'd texted Satsuki by mistake.]

Somehow I doubt Koishi and Satori will be keen to work with me, given the unfortunate circumstances with Koishi, and Guardian Schnee has made her stance painfully clear.
