Video/Action in Genessia
To those who know the Doctor--and particularly this one--it's probably no surprise he's already on the move by the time he actually tries talking to someone on that phone, obviously wandering/exploring the city, by the way the background moves behind him.
"Hello, lovely holographic welcome wagon you've got, very informative, except not actually, leaves a few important questions unanswered, well, all of the important ones, really, in particular, it says 'kidnapped,' well, it happens I don't generally kidnap that easily, raises some questions, that. All the obvious ones, and, which of you know something more about it?"
He raises his eyebrows (such as they are) at the camera as though prompting anyone watching to go ahead and not be shy, smiling harmlessly. Either someone would answer with something helpful, or no one would, which would be informative, in itself; the automated gas defense that a sonic scan had revealed in the holoprojector had dissuaded him from trying to hack it, but had also raised his suspicions just a bit.
"Don't hesitate to give me a ring, might just be I can help, sort of a thing I do."
He smiles a little more at that, and clicks off.
Meanwhile, of course, anyone who happens to be in the streets of Genessia might have a chance to stumble across the fellow in the Victorian coat and bow tie, looking around like he's expecting to find... something, possibly many somethings, seemingly walking aimlessly but at quite a brisk pace. He very might well approach, though, if he spots something interestingly out-of-place or suggesting access to useful information or okay let's be honest just anything strange or interesting at all might grab his attention, at least for a moment...

Yeah. Not exactly the most thrilling prospect.
Anyway, far as anyone can tell it's the shields surrounding this place. Keeps icky, emotion-draining creatures out, keeps kidnapees in. Without them, we'd be screwed, but with them neither magical nor mundane methods will get you out of here. I oughta know; I tried both when I first arrived.

And the shields, for that matter, d'we know where they're generated, where they're projected from?

And as far as I know no one knows where the shields are generated from, but they seem to be tied in with the beings who are running this place. They appear as a different sort of spirit, and generally only seem to show up if there's some crisis that the people here can't handle on their own. Last time was apparently not too long before I arrived. There was a beach in the shield around Fayren and some of the creatures outside got in; the city spirits helped fix the breach.

Yeahhh, sounds like your typical psychic vampire, the Bay water, though, that's interesting, like a telepathic conductor for emotional energy in particular, hoho... what else can you say 'bout these 'city spirits,' then?
[Be patient with him, he's just barely restraining himself from objecting to calling them spirits, but really he just figures it's best not to pick a fight over a matter of jargon.]

Yeah. It has to be the Bay; just pushing them in a swimming pool or something won't work. Maybe it acts as a conductor like you said, or maybe it's something else; I'm not really the scientific type myself, so as long as it works if and when we need it to, I'll be satisfied.
As for the city spirits there seems to be one of them per city. So far only the ones for Fayren, Everglade and Genessia itself have shown themselves, though there's no reason to believe that Attleton and Nova City don't each have one too. It's not clear whether they're the ones that are directly kidnapping all the people, or whether that's someone or something we haven't seen yet doing that isn't clear but they definitely seem to be running and maintaining the place.
One thing we do know is why we're being brought here in the first place; our passions and emotions. This whole place is tied up with emotions. And we're important because we have them and the people who are native just... don't. They're not Nobodies or Replicas; I know what both of those are like. And they're not psychic vampires either. They're just... not quite complete.
Kind of reminds me of a digital simulation of a town a friend of mine was stuck in back home to be honest. This guy calling himself DiZ made a complete digital copy of Twilight Town; every street, every building, every tree,... and every person. The people there were there to run things and make the place seem like a normal town, and the ones here seem to be similar to that. Just part of the scenery. They're harmless though, for the most part; just treat them like you would normal people and you'll be fine.

As for the natives, well, prolonged exposure to psychic vampires, at a guess, not so surprising. Nice ones, it seems, these, well, nice as predators go, anyway. Seen the sort sucks you completely dry, before, every drop of psychic energy converted into the sort they can digest. Leaves you a bit worse off than just unemotional.

I'm not sure. There were some memory crystals found awhile back that seem to indicate that this whole mess started when some scientists tried to separate out the dark emotions from people's hearts and minds. Something similar happened in my world, and it ended up going badly wrong both times. You can check out the memory crystals for yourself at the Research Institute, if you want, but the last one in the sequence had some of the scientists claiming they were going to try to fix it. Which would make sense, since being here sure feels like being an experimental subject. Whether the spirits are really the scientists, or something the scientists created, or what, there's no way to tell, but I'd be willing to bet there's a connection there.
[Lea nods, though at the vampires being 'nice'.]
Yeah. If I'm understanding you right, we've got something similar back on my world and they've been causing a lot of trouble. They're called Heartless, and they're drawn to the darkness in people's hearts. And since basically everyone has at least a little, no one is safe. They attack people, steal their hearts, and the hearts are consumed by darkness and turn into more Heartless, which go on to attack more people, and so on. Very dangerous, icky things.

And unfortunately I wasn't here the last time they showed themselves, like I said, so I didn't see them, but my boss was. He's a guy named David Haller, the Guardian of Genessia City. You'll know him if you see him- he's got an impossibly tall flat top hairdo-, or you could drop by the Guardian's office. Assuming he hasn't been buried under the mountain of paperwork on his desk, he should be around somewhere. And if he's not, chances are someone there will know where he's gone.
And I recommend stopping by the Genessia Research Institute either way; they've already done a lot of digging into what makes the city tick, and if anybody'd know more about the spirits it'd be them.
