[ For once, Cassian's video doesn't show the background of his office in the Attleton Guardian's building, but he seems to be some large building - a gym, it becomes clear if you look closely. There are background noises of many people talking, heavy objects being dragged around. He's wearing a white coat and ridiculously long scarf, courtesy of Emerald and Chara. ]
I would like to thank all those who voted for me for their trust. I would also like to use this opportunity to congratulate Attleton's new mayor Cecil Palmer as well as the other elected Guardians and voice my hope for a fruitful cooperation.
[ He gives a curt nod. There. Done. Now to the important things. ]
But there is no time to waste on pleasantries. Attletonies, please mind the instructions for blizzard preparations you'll be receiving. For the duration of the blizzard, citizens are strongly advised to remain at home. Nevertheless, we'll keep patrolling the streets to provide help where needed and discourage opportunists from taking advantage. We're in the process of setting up again the emergency shelter at the Attleton Academies gym, as during the cold spell in December. A strong Neighborhood Watch presence will provide security. If the Red House Foundation can't spare staff for us this time, law enforcement will host all services in-house.
[ Yes, there is a certain pettiness to explicitly stating that law enforcement will be providing it, he's still a little sore about the debate. ]
Emergency services will remain active. If you run into any trouble at home, don't hesitate to contact the Guardian's office, we will dispatch the appropriate personnel.

[ Cassian is at home and bathing the pokemon when the announcement of the election results comes in. He takes a deep breath, his hold on his device is very tight. So. There we have it. He'd wanted this, yet... It's relief and pressure alike, he feels both lighter and heavier for it, his recent failures still weighing on him.
He quickly finishes up with the pokemon and then he walks upstairs to their room. ]
Kay. [ His voice is quiet, a little hesitant. It feels a lot like exactly half a year ago, the first time they had gotten such results. ] Did you hear?

I will certain work on our budget. It's so short notice to improve on what we have currently by very much, but a coordinated city wide effort will do in a pinch.
By this time next year, I doubt we'll be phased by any weather.

I understand you have been put into this office without any warning or time to prepare and that you couldn't hire staff in advance. We can organize the relief efforts for now but any help your office can provide already will be appreciated. And you are right. A citywide effort has gotten us through every crisis so far.
It's good to see you are planning beyond this emergency to prepare us for the ones to come.

We do have money in the reserve to help maintain basic necessities in our hospitals and community buildings.
If we could usher the people to a few large capacity locations, we can focus on keeping these places in good condition.
When the storm passes, then we can extend our budget to working on any sort of rebuilding efforts we may need.

Working with Palmer is pleasant. He didn't expect pleasant. Nothing had braced him for this.

I'm hoping there won't be too much need for rebuilding, but I'm glad we have the funds if needed. Our buildings are rather sturdy, I'm more concerned for Fayren and it's wood buildings. Hopefully, we won't run into too much trouble with electricity being down.
I was thinking of having people hole up at home whenever possible, but I see the merit of focusing on a few large locations.

Yes of course, we should offer aid to the cities that will clearly need it. I am sure that Nova and Genessia should be fine.
Fayren and perhaps Everglade might be in need of help, but these are all things to focus on after the storm has passed. We do, after all, need to focus on the people we've been tasked with assisting after all.
If we have people gather in one spot, it'll be much easier to keep a tally of who we have. It helps prevent casualties!
