Not playing nice.
Action - Morning - The Bay
[Waking up was unceremonious for Perfect Cell. As it normally would be for a being with no need for sleep. Glaring up at the cavernous ceiling with all those white lights brought back some memories. None of them good. Nothing but screaming, burning and falling. With a defeated sigh, he sat up within his cocoon, giving it a once over; the box sliding down to fall open in his lap. An audible chuckle left him and echoed throughout the cave.]
How quaint.. Reminds me of my youth. Strange, I didn't regenerate in such a way after the explosion..
[Perhaps the spilled contents, more so the 'welcome pamphlet' between his knees, would answer some questions that buzzed about his dome. It took Cell no time what so ever to read every tiny detail of what the paper had to offer. All of which made his lip curl disgust. Room and board, money, a job? Preposterous! He had no need for such things as a normal being would! Taking only the real necessities, the android freed himself of the cocoon, levitated across the water and out the closest exit. What he thought was freedom was only more annoyance being greeted by the hologram.]
There's a lot to go over, and many people stop listening just about now, so try to-

[Cell snarled, swinging an arm out to all too easily backhand the magazine rack and hologram aside with a wave of energy. A small way of venting frustration. Pity for the giant insect, it was going to be all down hill from here because of it. Sour as ever, he stood and leered out across the landscape.]

She drifted forward a little bit, tilting her head to one side and blinking. "My pamphlet? Oh no. I'm stuck here just like you." And yet she was beaming as she reached into her shirt and pulled out her vibrant green necklace. "Everyone with one of these was brought here."
"And this isn't hell. I lived in hell before coming here actually. It's not that bad of a place." And nowhere near as bad as what Freiza went through.
"There are strong spirits here. They're the ones who brought us all here. It's really interesting."

"Is that so?" he sighed. Upon eyeing her necklace, he reached down into the crook of a hip arch where he had tucked away his own. Not having pockets sometimes had its downfalls. Thankfully for Cell, the necklace was still there. Along with the phone in the other hip socket. "Yes, I did read about having to gain entry to anywhere with this.. Bobble."
"I have no need for a room or this worlds currency.. I left that all in the pod back there. So what is left for me?" The perfect being let out a snort, crossing his arms over his chest, "They're out of their minds if they expect me, the perfect life form to be apart of this worlds 'ant farm' mentality.. Caged but still go about a daily grind?" That made him throw his head back with a booming fit of laughter. An insect he maybe but not one to be so easily crushed under thumb.

"You need to sleep somewhere though, right? If you need space you can come to Chireiden with me. I traded some of myself and the spirits gave me my home in hell back. It's a nice place. And my sister is there too." Koishi, don't bring a giant bug home. "You would like her, I bet."
"Don't worry though. There are lots of things you can do. You can take bounties or fly around or whatever you want." She waved her arms. "There's so many interesting things here. You wont ever get bored if you try new things!"

"I highly doubt this world will keep me amused for very long.. Regardless of the many interesting things you proclaim there are to do." Turning his attention past the other, out along the vast view of the world, Cell idly tapped his claw against his armor in thought. Where to go? Especially to seek privacy. The android always planned better in the comforts of solitude.
"If we're done here, I'll take my leave.." but he wasn't entirely done. Placing a hand over his chest gem, Cell bent forward into a small bow. "Thank you for your help, little miss. If we are ever to cross paths again, you'd not need worry about being attacked."

She was drifting to one side and then the other, her third eye remaining fairly steady despite her movement. "Oh. Okay then. I'm glad I could help Mister. If you need any more help you should call me, okay? Finding me would be hard though since I'm unnoticed. If you go to Chireiden though sis can find me. She's good at that."
Koishi returned the bow politely after a moment, having to catch her hat so it wouldn't fall off. "Oh! I hope we meet again soon too. And I wont attack you either. I promise. You're not human so there wouldn't be much point!"
