In troubling times like these, I would like to formally extend a thank you for your hard work. Also, if you have witnessed before, I am capable of many feats of power and strength, and I spend my spare time doing charity and community work.

Thus being said, I am asking you all, collectively, to operate in your cities to continue to do what I have been doing; aiding the needy with their tasks. It can be as mundane as working the traffic to helping children get home safely.

Do not worry about my well being, I have a team looking after me. All I ask is your leave in order to operate freely as a professional community service worker who stops crimes.

Well it's a very powerful one. One that can move mountains if it's used properly. And yes, I am the Number One Hero, the Symbol of Peace back home.

Certainly you may have my autograph! I'll have to come meet you in person to give it though.

I help people, of course. It's what a hero needs to do.

Yes, you see, my world is a superhuman society. About 80% of the people on the planet has a power of some sort, some small, some powerful. Heroes are working with the government to keep the peace, and we get paid for our efforts.

Though the same qualities of a hero haven't changed. Heroes need to be selfless, and strong of heart.

I don't mind your community service in Attleton. I welcome to it. But there can be no vigilante justice. No torture, no murder, no accidentally injuring suspects. We have a functioning legal system and doling out punishment is the duty of our judges.

The most I do is apprehend criminals and bring them to the police station. From there, I let the law handle it on their own. My own methods have been tempered by years of hero work, and intrinsic knowledge of my quirk, my power. Thus being said, they won't be injured, just perhaps a little dazed. I don't care to dispense dangerous justice upon those who cannnot possibly defend themselves from a Smash.

As for community service, I would welcome the opportunity to work side by side with your men, to better improve the overall viewpoint of the justice in this world.

Good. Then we will have no problems. I'm sure you understand that with the kind of vigilantes that have been menacing the public lately, I'm not feeling very generous towards them right now.

But I've been convinced we can all achieve more if we work together, and that more feet on the street are a good thing. Just... I don't need to be hunting down even more vigilantes for their crimes.

I understand. This kind of vigilantism I've seen on the network, is blatantly wrong and meant to shock people. In my world, they would be charged as villains and hunted down for imprisonment. My world is a superhuman society, and it grows harder every year to keep people in check. I know what it's like, having a looming sense of justice over ones head.

If your men would deem it worth their time to work with me at the recycling yard, I'm sure we can improve overall morale. In my day, hero work was mostly community service, from the little things to the big things. And I've noticed a positive upswing when I walk into town in full uniform.

Trust me, criminals will be treated as criminals in our towns, declaring themselves vigilantes won't make a difference.

[ Or so he hopes anyway, hopes that all towns agree with this line. So much has been happening all at once, there's been no time for a serious conversation of the Guardians. ]

If anything, the only effect they will have is that we become more diligent in enforcing our laws, and that our laws themselves will become stricter.

I'll see if I can send someone your way, or I'll drop by myself when time permits. [ Nothing beats meeting someone face-to-face to judge their character, after all. ]

Of course. By the by, I am willing to teach those who have powers and are uncertain of their capabilities in the ways of being a hero. I would like you to review these documents that I've prepared, because an associate of mine is also looking into instigating a hero course. Of course I trust you can keep this a secret, I got some bad vibes from a couple of responses.

[It really has, and All Might had no time to be a guardian, but working with the law would strengthen PR.]

Might I suggest a publicist? You may need it one of these days, and as far as I can tell, efforts have only worsened the situation. Hero work requires working with the media, and with such diverse people here, it might stand to reason a public image manager will be needed.
