There ain't no one entity in charge, but there are guardians of each city, elected officials and such. They make the rules in general for about six months until the next election.

I have no problem with my quarters in Commonspace. I have a room to myself, the door can be locked and it is clean. But I understand you would have different standards of privacy if you aren't used to living in barracks.

I have seen some hotels, you should be able to afford a cheap one until you find an apartment.

Green seems to put you squarely in the Lord of the Rings city. Not that you must live there, but likely it will be less of a stark change than say if you decided to live in say, Orbit City.
