I'm not wanting there to be water, mind, but isn't the point of boardwalks to handle the rising tides? And what's the point of kidnapping people if you're going to let them wander around freely and set up establishments? What are even the ransom demands? It all seems as useful as a chocolate teapot.

Eheh, "kidnap" is an unverified assumption. It has, at best, emotional resonance and naught else. Until we discover how exactly we came to be here, I wouldn't assume so much.
